12/06 MINUTES
RESOLVED:
That the minutes of the Meeting held 13th March, 2007 were approved as a correct record.

129/07 HIGHWAY MAINTENANCE
Councillor G. Roberts reported that the Highway Authority had started to provide the additional sinage to advise drivers of The Toll Gate Junction on Brynford Hill. However the existing ‘T’ Junction warning sign had been re-located but was still inadequate for its purpose and enquired if it could be enlarged or highlighted.
Councillor M. Flynn requested that Brynford Hill and the slip road be swept.
RESOLVED:
That the Clerk would report the above.

130/07 EISTEDDFOD 2007 APPEAL COMMITTEE
Councillor T. Stephenson and P. Wahl gave a report on the Auction of Promises event held at Holywell Golf Club on the 23rd March, 2007.

The event had raised £2,643 and had been well supported by the Community. Councillor Wahl further advised that the help and generosity of the Golf Club Captain and Members had ensured that the night would be successful.

The Clerk reported that a letter of thanks had been received from The Treasurer, Halkyn Mountain Appeal Committee and that a letter of thanks had been sent to Holywell Golf Club and Mr. D. Lewis, the auctioneer for the evening.

104/07 HALKYN MOUNTAIN COMMON – FLY TIPPING
Councillor P. Wahl reported that a recent article in the Chester Chronicle had advised that the Authority does not prosecute offenders found fly-tipping. However an enforcement officer would be appointed in July this year.
Members' concerns were regarding the powers that the officers would have regarding future prosecutions.
RESOLVED:
That the Clerk would make enquiries regarding this issue.

105/07 VEHICLE PARKING ENFORCEMENT
Further to the Council enquiry, a letter had bee received from The Acting Director of Environment and Regeneration, Flintshire County Council advising that vehicles parked in contravention of prohibitions, such as waiting restrictions, are an enforcement issue for which the Police are the sole agency.

Some Authorities have taken over the enforcement of on-street restrictions from the Police under powers available under the Decriminalisation of such offences but, to date, the Authority have not agreed to undertake these additional duties.

The Clerk reported that he had sent a copy of the letter to Inspector Maxwell, North Wales Police requesting his observations to this response.

106/07 PERIPETETIC SKIP SERVICES
Mr. H. Mitchell, Environmental Services Officer, Flintshire County Council had written to the Council advising that, with the withdrawal of the above services, he wished to meet with Council Members to explore ways in which the County can provide alternatives to this service in the future.
RESOLVED:
That Mr. Mitchell be invited to the May meeting of the Council.

107/07 DEVELOPMENT WORKS AND DAMAGE CAUSED TO HALKYN MOUNTAIN COMMON BY WORKS UNDERTAKEN AT – VOEL VIEW, BRYNFORD
In response to the Council’s enquiry, Mr. P. Evans, Grosvenor Estate had advised that he had inspected the complaint and had warned the offender but would not be taking any further actions.

Ms. Kate Surry, Conservation Officer, Countryside Council for Wales had written advising that an investigation had been undertaken and a recommendation has been made to our Wildlife Crimes Officer that enforcement action is taken on this matter through the issuing of a formal caution.

Planning Enforcement, Flintshire County Council had advised that they required further information regarding what the alleged unauthorised works were being undertaken before they could investigate this matter.

Members expressed their disappointment and dismay as to the lack of enforcement action being undertaken by the appropriate bodies on this matter.

108/07 PROVISION OF COMMEMORATION PLAQUE ON THE FORMER BRYNFORD SCHOOL BUILDING
The Clerk reported that he had made enquiries with the appropriate bodies regarding information to progress the above proposal. As the building was not listed, no advice was able to be provided. However the Conservation Officer, Mr. P. John Hughes, Flintshire County Council, had advised that the following information would be required.

*Permission from the Property Owner.

*Clarification of the Historical Facts relating to the purpose of the commemoration plaque.

*Assistance from a Local History Society to help collate and conform the findings.

109/07 COMMUNITY RECREATION OUTREACH PROGRAMME
Mr.A. Caughter advisor for PE and Sports Development, Flintshire County Council had written to the Council inviting members to attend a meeting at County Hall, Mold to discuss partnership working to continue the delivery of the above service which was being withdrawn by the Authority.
RESOLVED:
That the information be received.

110/07 INFORMATION RECEIVED

C) Climate Change – Coffee morning with Mr. D. Hanson MP.

111/07 REPRESENTATIVE’S REPORTS
Councillor T. Stephenson reported on the Brynford School Governors meeting that he had attended.

Councillor P. Wahl and Councillor G. Hughes reported on the meeting of Aberdo Quarry Liaison Group.

112/07 PLANNING APPLICATIONS
A) SXJ/042953 Demolition of existing dwelling and erection of replacement dwelling on largely same footprint. Dee View, Pen-Y-Pylle, Brynford.

B) SXJ/042999 Installation of a small wind turbine. Claremont, Pen-Y-Ball, Holywell.
RESOLVED:
That the Council have no objections.

113/07 ITEMS RAISED BY MEMBERS
Councillor G. Roberts reported that the area behind the bus shelter at Calcoed was being used for fly tipping.

Councillor D. Dennis enquired if any progress had been made with regard to the provision of dog fouling bins on the common by the Crooked Horn Inn.

Councillor W. Beaumont reported that the Authority had undertaken a hand litter picking clean up of Calcoed for which they should be thanked.

That the Clerk will pursue the above matters.
