117/08 DECLARATION OF INTEREST
No Declarations of Interest were made.
118/08 MINUTES
RESOLVED:
That the minutes of the meeting held 11th March, 2008 were approved as
a correct record and duly signed by the Chairman.
119/08 COMMUNITY POLICING
The Chairman welcomed to the meeting PC D. Scholfield, Community Beat
Manager (C.B.M.) for the community of Brynford.
PC Scholfield gave a report on policing issues that he had been dealing
with in the community.
Members reported that there was still a concern with regard to youths
riding motor bikes on the common apparently without licence or insurance
for the vehicles.
The Chairman thanked PC Scholfield for his attendance.
120/08 HIGHWAY MAINTENANCE
Members reported that work was ongoing to clear and repair the slip road
from the Toll Gate Cottage to Old Chester Road. However, concern was
expressed as to the standard of workmanship.
Members further reported that a number of potholes and subsidence issues
were still outstanding.
Councillor M. Wright advised that the Council should have a site meeting
with the Highways Manager to discuss these issues.
RESOLVED:
That a site meeting be arranged in the near future.
121/08 SEMI-DERELICT COTTAGE, DRYLL, MILWR ROAD, BRYNFORD
Following the Council’s further enquiry a response had been received
from the Chief Public Protection Officer, Flintshire County Council advising
that,
unfortunately, further attempts to ascertain who owns the property had
proved fruitless.
The Officer further advised that without details of the owner of this
property it is very difficult to make improvements.
RESOLVED:
That the information be received.
122/08 PROVISION OF DOG FOULING BINS
The Clerk reported that the Authority had provided the dog fouling bin
on the verge outside Brynford CP School. A resident had requested that
a bin be
provided in Calcoed Lane, Brynford.
RESOLVED:
That a request be made for the bin to be provided adjacent to the boundary
wall of Cynfaen Chapel.
123/08 HALKYN MANAGEMENT STRATEGY - MANAGEMENT PLAN PUBLIC
CONSULTATION
Ms. Lorna Jenner of Parkin Heritage and Tourism had written to the Council
advising of the dates and venues for the further public consultation on
the above draft plan.
The venue for Brynford would be Brynford CP School - May 8th for 7.30pm
and would include the feedback session from Cadwyn Clwyd’s earlier
consultation held at Brynford Golf Club.
RESOLVED:
That the information be received.
124/08 COMMUNITY COUNCIL ELECTIONS 1st MAY, 2008
The Clerk reported that 9 Statements of Persons Nominated had been made
being all of the current members with the exception of Councillor Mrs.
E. Griffiths who had elected to retire.
Should this position remain the same after the 9th April, 2008 the Council
will be able to fill the one vacancy by co-option.
The Chairman expressed his gratitude on behalf of all the members of
the Council to Councillor Griffiths’ long services and valued contribution
to the business of the Council for so many years and wished her well in
her retirement years.
125/08 CORRESPONDENCE RECEIVED:

B) Ombudsman - Principles of Good Administration and Principles of Redress.

That the above information be received.
126/08 APPLICATIONS FOR FINANCIAL ASSISTANCE
A) Saint Kentigern Hospice - Grant of £100 approved.
B) Estuary Voluntary Car Scheme - Grant of £50 approved.
C) The Royal Welsh Show 2008 - Application be received.
127/08 PLANNING APPLICATION
A) CZR/044746 Change of use and re-grading of common land to create an
amenity grass area for community use. Common Land, Off Narrow Lane, Calcoed.
RESOLVED:
That the Council supports the application.
128/08 FRON HAUL, BRYN SANNAN ROAD, BRYNFORD
Members reported that a new vehicular entrance had been created to the
above property resulting in an area of the highway verge being removed
which may
require consent from Grosvenor Estates and the Highways/Planning Authority.
RESOLVED:
That the Clerk would write to the appropriate Authorities seeking clarification.
129/08 BRYN MAWR QUARRY - BUNDING TO BOUNDARY
Members reported that the re-formation of the bunding to the quarry appeared
to be going higher than originally agreed and that some households were
reporting that TV signals were being adversely effected.
RESOLVED:
That the Clerk would write to the Minerals Planning Officer.
