146/09 MINUTES
RESOLVED:
That the minutes of the meeting held 10th March, 2009 were approved as
a correct record.
147/09 DECLARATION OF INTEREST
Councillor T. Stephenson made a Declaration of Interest for Agenda Item
9(A) Application for Financial Assistance, Denbighshire and Flintshire
Agricultural
Show.
148/09 HIGHWAY MAINTENANCE
The Head of Neighbourhood Area Services, Flintshire County Council had
written to the Council confirming that the faults that had been reported
by the Council at the February meeting, had either been attended to or
works instructions had been placed.
Members reported the following items:-
Slip Road - Brynford Hill Toll Gate to Old Chester Road was in need of
pothole repairs and cleaning.
RESOLVED:
That the Clerk would report the above matter to the Highway Authority.
149/09 COMMUNITY POLICING
The Chairman welcomed to the meeting Sergeant John Williams, North Wales
Police who gave a report on community policing issues. Discussion took
place
regarding the recent policing operation to deter the activity of off road
motor biking on the common. Members expressed their frustration that,
to date, no
warnings or fines had been issued to these offenders.
Sergeant Williams distributed Incident Report Forms to members which
could be used for gathering information on persons committing these offences
and,
upon receipt of the form, policing enquiries would be made. Members agreed
that they would assist with the reporting of this information.
The Chairman thanked Sergeant Williams for his attendance.
150/09 BRYNFORD UNITED SENIOR FOOTBALL CLUB
The Clerk reported that he had received a letter form Mr.
P. Jones the Treasurer of the above club advising of the club’s
disappointment that the Council was not prepared to enter into a long
term Lease Agreement or allow any further development of the facilities.
Mr. Jones further advised that the community would always have full use
of the recreation ground regardless of whether or not the club had a Lease
Agreement.
Members reported that the recreation ground was public open space for
use by all sectors of the community for a number of different sporting
and recreation activities and could not agree to supporting one particular
club or sporting activity to the detriment of other users.
Members further reported that the club was still in conflict with sharing
the grounds facilities with Brynford United Junior Football Team.
The Clerk reported that he had raised this matter with Mr. Jones who
had provided copy correspondence which had been sent to the Chairman of
the Junior Team to try and resolve these issues. The Clerk further advised
that he had spoken to the Secretary of the Junior Team who advised that
a meeting
was going to take place to consider these proposals and would advise the
Council of the outcome in due course.
The Chairman advised that he had agreed to chair a meeting with club
officials if required to try and resolve any issues in relation to the
use of the ground.
The Clerk reported that following the letter sent to Flintshire County
Council regarding the use by the Junior Team to train on the formal Ysgol
Talfryn playing field the Property Officer of the Authority had advised
that he was willing to explore this with the club’s officials.
151/09 BRYNFORD PAROCHIAL CHURCH COUNCIL (BPCC) ST. MICHAEL’S
CHURCH BRYNFORD
Mrs. L. Parkin, Secretary to B.P.C.C. had written to the Council thanking
members for the £500 grant towards the cemetery maintenance. Mrs.
Parkin further advised that in response to the Council enquiry, there
were no proposals to flood light the outside of the church at the present
time.
Members reported that residents had raised concerns over proposals by
B.P.C.C. to modify the internal arrangements of the church to provide,
toilet,
kitchen and meeting room facilities.
RESOLVED:
That the Clerk would write to the B.P.C.C. seeking clarification on the
proposals.
152/09 CORRESPONDENCE RECEIVED
A) CEMEX - Pant-Y-Pwll Dwr Quarry Liaison Committee - Minutes of previous
meeting and notice of next meeting.
B) Overview and Scrutiny Committee Flintshire County Council - Invitation
for an officer to attend a future meeting of the Council to provide an
overview of the committee process.
C) Freedom of the County - The Royal Welsh, Friday 24th April, 2009
County Hall, Mold.
RESOLVED:
That Councillor T. Stephenson will attend.
D) Local Government Boundary Commission for Wales Review of Electoral
Arrangements for Flintshire. Meeting to be held 15th April, 2009 at County
Hall, Mold.
E) Police Authority Community Forum for Flintshire. Meeting to be held
Tuesday 12th May, 2009 at Caerwys Town Hall.
F) All Wales Convention - Question Time. To be held at Bryn Coch Primary
School, Mold - 22nd April, 2009 at 6.30 pm.
RESOLVED:
That the above information be received.
153/09 REVIEW OF FINANCIAL ALLOWANCE
The Internal Auditor had recommended in his report, year ending March
31st 2008 Audit of the Council accounts, that the Council carries out
a review of any financial allowance payments it makes in order that they
comply with financial regulation guidelines.
The Council currently makes provision for two payments within its financial
budget, being the Chairman’s Allowance and the Establishment Allowance
paid to the Cerk for use of his home as an office base.
The Clerk reported that he had provided a report on the above, setting
out the context and making appropriate recommendations for Council’s
consideration. RESOLVED:
1. That the Council approved the report and recommendations.
2. That allowances will be reviewed at the Council’s budget review
meeting which will be held each January in future years.
154/09 PLANNING APPLICATIONS
A) ECH/046092 Demolition of existing nursing home and
erection of 20 No. bed residential apartments and associated car parking
and landscaping.
Pen-Y-Pyllau Hall Home, Pen-Y-Pyllau, Brynford.
RESOLVED:
That the Council objects to this application as they consider it to be
over development of the site, not in keeping with the existing dwellings
in the community.
Members also raised concerns over the amount of extra vehicle movement
that would be generated, the suitability of the existing highway access
point and road system.
B) CZR/046155 Renewal of planning permission Ref: 037502
to allow extension to form ‘granny’ flat. Pen-Y-Pyllau Hall
Cottage, Milwr Road, Holywell.
RESOLVED:
That the Council had no observations to make on this application.
155/09 APPLICATIONS FOR FINANCIAL ASSISTANCE
Denbighshire and Flintshire Agricultural Show.
RESOLVED:
That a grant of £150 was approved.
