1/10 DECLARATION OF INTEREST
Councillor T. Stephenson made a Declaration of Interest for item 9(A)
– Application for Financial Assistance, Denbighshire & Flintshire
County Show.
2/10 MINUTES
RESOLVED:
That the minutes of the meeting held 9th March, 2010 were approved as
a correct record.
3/10 HIGHWAY MAINTENANCE
The Council had received two letters from the Highway Authority confirming
that the actions reported by the Council, at its January and February
meetings, had been attended to.
Members reported that there was still a very bad pothole on the slip
road from Brynford Hill to Old Chester Road.
RESOLVED:
That the Clerk would report this to the Highway Authority.
4/10 COMMUNITY POLICING
Members reported that the police had recently undertaken a high profile
raid on a property in the community believed to be in connection with
drug dealing. As the Community Beat Manager was not in attendance, members
requested the Clerk to write to the Police Authority requesting further
information be provided for the May meeting of the Council.
5/10 PROPOSED ENVIRONMENTAL IMPROVEMENTS – BRYNFORD
VILLAGE GREEN
The Local Planning Authority had written to the Council confirming that
the planning application for the provision of the post and rail fencing
system had been approved. However, due to the existence of a Welsh Water
Sewer crossing the green, a planning condition restricting development
within a certain distance of the sewer had been imposed.
RESOLVED:
That the Clerk would arrange to have a meeting with Officers of Welsh
Water to determine the location of the sewer.
6/10 DISTRIBUTION OF HALKYN MOUNTAIN NEWS LETTER
Further to minute 120/10 the Clerk reported that Ms. Jean Davies, Brynford
Village Stores had kindly agreed to receive copies of the news letter
for distribution. The Clerk further advised that Mrs. Ford had made
an offer to distribute the newsletters in the Hafod-Y-Bryn area of the
community.
Members were pleased to learn of the kind and helpful offers and agreed
to provide copies of the newsletter to Brynford Village Stores and Mrs.
Ford.
7/10 MATCH FUNDING SCHEME – IMPROVEMENTS TO CHILDRENS'
PLAY AREAS
The Head of Leisure Services, Flintshire County Council had written
to the Council advising that the Authority had made a match funding
allocation of £55,000 for the next 3 financial years. The scheme
would operate on a pound for pound basis with a minimum contribution
of £10,000 from funding partners.
The Clerk reported that whilst the Council had made no provision for
this financial year, members may wish to consider participating in the
scheme for 2012/13 giving an opportunity for the Council to review its
budget provision over the next 2 years.
RESOLVED:
That an expression of interest be logged with the Head of Leisure Services
for the year 2012/13.
8/10 CORRESPONDENCE RECEIVED
A) Minutes of Halkyn Mountain Common Joint Consultative Board.
B) Notice of Police Authority Community Forum Meeting to be held 11th
May 2010.
C) Community Health Councils, now more vital than ever.
D) Notice of open meetings of North Wales Residual Waste Treatment Project.
E) Town & Community Council Planning Focus Group – Notice
of meeting to be held 13th April, 2010.
RESOLVED:
That the above information be received.
9/10 REPRESENTATIVE’S REPORTS
Councillor N. Eaton reported on the meeting of the Over 50s Forum that
he had attended and that the Brynford Village Facilities Committee would
be holding their Annual General Meeting on the 20th April, 2010.
10/10 PLANNING APPLICATIONS
CZR/047339 Conversion of outbuildings to ancillary
accommodation/granny flat. Bryn Hyfryd, Naid-Y-March, Brynford.
RESOLVED:
That the Council has no objections.
11/10 APPLICATIONS FOR FINANCIAL ASSISTANCE
A) Denbighshire & Flintshire County Show – Grant of £150
approved.
B) Clwyd Community Chest – Received.
12/10 FLY TIPPING – THE NANT
Councillor P. Wahl reported that despite formal complaints being made
to the Environmental Agency, the problem of fly tipping was still ongoing
near the water course at The Nant.
RESOLVED:
That the Clerk would write to the Environmental Agency on this matter.
