01/11 DECLARATION OF INTEREST
No Declaration of Interest were declared in respect of the business of the Council.

02/11 MINUTES
RESOLVED:
That the minutes of the meeting held 8th March, 2011 were approved as a correct record.

03/11 COMMUNITY POLICING
The Chairman welcomed to the meeting Community Beat Manager (CBM) Sue Carrington, North Wales Police. Members discussed local policing issues including the recent arrival of Itinerants onto Brynford Common and the actions that were being pursued.

Members reported that there had again been a further vehicle accident at Brynford Crossroads on 7th April, 2011 caused by a vehicle travelling from Pentre Halkyn not stopping at the give way junction. Damage had been caused to the recently erected boundary railings to the village green. The CBM. further advised that as from the beginning of May 2011 she would no longer be operating as the local CBM. The force was to be restructured to accommodate the recent budget reductions. Brynford would be policed from Mold under a team of 7 Officers covering the North Side of A55 highway. It was hoped that a Rural Community Police Support Officer (CPSO) would be appointed for day to day community contact.

The Chairman and members thanked CBM. Carrington for all the support she had provided the community over the past years and wished her well in the new roll she would be undertaking.
RESOLVED:
That the following actions will be pursued by the Clerk:

1. That a letter be sent to Grosvenor Estates Department advising them of the Itinerants on Brynford Common.

2. That a letter be sent to North Wales Police seeking information of the driver who caused the damage to the village green railings in order that the Council can recover the costs of damage.

3. That a letter be sent to the Highway Authority seeking further visible improvements to Brynford Crossroads.

4. That a letter be sent to Inspector I. Jones North Wales Police seeking confirmation that a Rural CPSO. will be appointed. That information be provided and what communication systems will operate between the community and the policing team.

04/11 CONDITION OF GROUNDS – FORMER CHURCH HALL, BRYNFORD
Further to the Council’s enquiry to the Planning Authority, Flintshire County Council regarding the condition of the above property, a response had been received from Mr. A. Farrow, Head of Planning Services advising:-

That a site inspection was undertaken on the 18th March, 2011. Whilst it was noted that the area was somewhat overgrown its condition has not deteriorated and its current condition would not justify the issuing of a notice under Section 215. In view of this, the enforcement file had been closed. Members expressed their disappointment of learning that no enforcement actions could be undertaken and agreed to monitor the property.

05/11 SUMMER PLAY SCHEME 2011 – BRYNFORD C.P. SCHOOL
Further to the Council’s request to Brynford CP School Governing Body to use the School grounds for this year's scheme, a response had been received from the Chairman advising:-

That the Governors are willing to allow the School grounds to be used providing assurance can be given by the Authority that no damage is caused to School property and mature supervisory staff can be provided.
RESOLVED:
That the letter be sent to The Summer Play Scheme Co-ordinator, Flintshire County Council for a response.

05/11 BRYNFORD VILLAGE GREEN – ENVIRONMENTAL IMPROVEMENTS
The Secretary of Halkyn Graziers and Commoners Association had written to the Council advising that the Association had not been consulted on the scheme that had been implemented.

The design of the fence does not allow the sheep to pass underneath and therefore sheep on the roadside have to walk the length of the road before they can find an entrance to the Village Green. This is an added hazard to both vehicles, pedestrians and to the sheep themselves. Members expressed apologise for the over-site of not informing the Association of the revised specification for the railings. However in terms of safety they felt that it is much safer for all concerned to have the access points at some distance from the actual crossroads.
RESOLVED:
That the Clerk would write to the Association on this matter.

06/11 BRYNFORD RECREATION GROUND – UNTIDY CONDITION
The Clerk reported that the Council had received a formal letter of complaint relating to the use of the recreation ground by Brynford Football Club Senior Team.

On a number of occasions the area was left badly littered after games; cars were being parked obstructing residents access and the dugouts had fallen into disrepair.

Members expressed their concerns and suggested that the Secretary and Manager of the Club should be invited to the May meeting of the Council to discuss the above issues.
RESOLVED:
That the Clerk would write to Brynford Football Club Secretary.

07/11 SCOTTISH POWER – NOTICE OF ENERGY SUPPLY COSTS INCREASE
The Council had received notice that the energy supply was still being charged at 1999 prices. As from the 31st May 2011 the correct prices will be applied.
RESOLVED:
That the Council will remain with Scottish Power for the time being.

That the Clerk would write to Flintshire County Council’s Highway Lighting Engineer seeking advice on available competitive prices for energy supplies.

08/11 HM REVENUE & CUSTOMS COMMUNITY COUNCIL CLERK'S PAYE IMPLEMENTATION
The Clerk reported that H.M. Revenue & Customs had revised the guidance on the tax treatment of payments made by Community Councils to their Clerks. He was currently awaiting further guidance from Clerks Society of Local Councils and would report back to the Council upon receipt of further information.

09/11 CORRESPONDENCE RECEIVED
A) One Voice Wales – National Training Programme.

B) Members of the Standard’s Committee – Notice of meeting.

C) North Wales G.P. Out of hours services – change of telephone number.

D) One Voice Wales – Notice of Annual General Meeting – Saturday 8th October, 2011.
RESOLVED:
That the above information be received.

10/11 REPRESENTATIVE’S REPORTS
Aberdo and Bryn Mawr Quarry Liaison Group – Wednesday 6th April, 2011.

Councillor N. Eaton and Councillor P. Wahl reported on the above meeting they had attended. They were advised that the height of the existing boundary bunding will be reduced upon the installation of new plant that will grade the spoil to useable materials for sale.

11/11 PLANNING APPLICATIONS
A) BMK/048315 Erection of a replacement dwelling. Dee View, Pen-Y-Pylle, Brynford, CH8 8HB.
RESOLVED:
That the Council has no objections.

B) BMK/048449 Celyn House, Pwll Clai, Brynford. Erection of a steel partial framed agricultural building to replace redundant garage and stable.
RESOLVED:
That the Council consider the application to be over development of the site.

12/11 APPLICATION FOR FINANCIAL ASSISTANCE
Halkyn Mountain Common Joint Consultative Board.
RESOLVED:
That a grant of £25.00 was approved.

13/11 ITEMS RAISED BY MEMBERS
A) Councillor K. Brown – Litter on common.
Councillor Brown reported that there was an increasing amount of litter being deposited on the common making a very unsightly mess. Councillor Brown suggested that an awareness/clean up day could be arranged in the community to highlight the problem.
RESOLVED:
That the Clerk would write to the Countryside Ranger Services on this matter.

B) Councillor G. Roberts – Calcoed Amenity Area.
Councillor Roberts reported that the area of land was unusable due to the amount of thistles and weeds growing on the land.
RESOLVED:
That the Clerk would obtain an estimate of the cost of cutting the area on a monthly basis for the Council’s further consideration.

C) Councillor M. Flynn – Brynford C.P. School Council.
Councillor Flynn reported that, following a meeting of the School Council, the Chairman Mr. Arron Flynn had requested provision of a litter bin by the Multi-use Games Area.
RESOLVED:
The Clerk would arrange for the provision of a new bin.

14/11 ACCOUNTS FOR PAYMENT
