TY COCH FARM, CALCOED LANE, BRYNFORD
Before the commencement of the meeting Mr. E. Jones a resident living near Ty Coch Farm was invited by the Chairman to address the meeting.

Mr. Jones raised concerns regarding the commercial activities being operated from the above property involving the movement of a number of vehicles to and from the property from 7.00am each morning until late evening.

The volume and movement was causing annoyance and disturbance to his household and a danger to other road users given the narrow and poor condition of the road system that served this community.

Councillor M. Wright reported that a recent planning application had been submitted for the use of this property for a commercial business and that he would advise the Planning Officer of the issues that had been raised.

The Chairman advised that the Council had considered this planning application at the November meeting and no concerns had been brought to the Council’s attention. However the Council agreed to send a further letter to the Chief Planning Services Officer advising of the concerns that Mr. Jones had raised.

96/08 MINUTES
RESOLVED:
That the minutes of the meeting held 11th November, 2008 were approved as a correct record.

97/08 HIGHWAY MAINTENANCE - PROVISION OF SALT BIN NARROW LANE, CALCOED
The Council had received a request for provision of a salt bin at the end of Narrow Lane, Calcoed. The resident had contacted the Highway Authority who had advised that it was no longer their policy to provide salt bins other than on a rechargeable basis in partnership with Town and Community Councils.

The Clerk advised that a salt bin would cost in the region of £250. Members discussed this issue at some length but felt that they could not sustain the provision of salt bins for the community and it was the function of the Highway Authority to manage salt distribution and storage.
RESOLVED:
That the Clerk would respond to the resident advising that the Council would not provide the salt bin.

98/08 BRYNFORD FOOTBALL CLUB
Mr. P. Jones, Secretary to Brynford Football Club, had written to the Council enquiring if the Council had obtained a copy of the Lease Agreement and if
permission could be given for the erection of advertising hoardings at the recreation ground.

The Clerk reported that the Council was still awaiting a response from Grosvenor Estates Department with regard to the details of Lease Agreement and that the erection of advertising hoardings around the football ground would require planning consent.

Members considered the implication of advertising hoardings being placed around the ground given that it is a public facility on common land and felt, on face value, the proposal would not be in keeping with the existing environment. However they felt the best way forward would be to invite representatives of the Club to attend the February meeting of the Council and view the Club’s business case and development plans.
RESOLVED:
That the Clerk would invite Mr. Jones to the February meeting of the Council.

99/08 CADWYN CLWYD - CONSTRUCTION OF CATTLE GRIDS ON HALKYN MOUNTAIN COMMON
Further to the Council enquiry Mari Williams, Rural Tourism Officer, Cadwyn Clwyd had written to the Council advising that the Welsh Assembly Governments Aggregates Levy Sustainability Fund are suspending all future payments to Cadwyn Clwyd. The principle reason for this suspension is outstanding concerns that the panel has regarding the specification and costs of the grids as well as the reduction in the number of cattle grids from the original application from 8 to 4/5.

Whilst this means that all future new works must be suspended, the panel have agreed to continue to pay for works that have contractual agreements in place, allowing the work at Moel-Y-Crio to be completed. Members expressed the concern and disappointment of learning this news and questioned their future roll as partners to this venture.

Councillor M. Flynn reported that at a meeting of Halkyn Mountain Joint Consultative Board he had been advised that Cadwyn Clwyd would also not be continuing their partnership with the Halkyn Countryside Ranger Services.

100/08 BRYN MAWR QUARRY, BRYNFORD - PROVISION OF FENCING
In response to the Council’s letter dated 11th September, 2008 Mr. G. Nancarrow of the Planning Authority had written to the Council advising that
a boundary fence of variable quality had been erected along a proportion of the boundary of the Bryn Mawr and Aberdo Quarry and that warning signs had
been erected in the past. Mr. Nancarrow further advised that via the Mines and Quarries Act 1954 there is a requirement to provide fencing and notices regarding public health and safety. An inspection of the boundary would be undertaken and reports of his findings, would be reported to the quarry liaison
meeting.

Members reported that they will pursue this matter at the next meeting of the Quarry Liaison Committee.

101/08 MOTOR BIKES ON BRYNFORD COMMON
Further to the Council’s letter dated 28th October, 2008 sent to Inspector K. Steele, he had written to the Council advising the action plan that PC Lehrle had been asked to try in order to resolve this problem.

102/08 OPERATING OF CAR SALES BUSINESS FROM 9, RHYDYMYNYDD, BRYNFORD
The Planning Enforcement Officer, Flintshire County Council had written to the Council confirming that the above matter was being investigated and would report his findings in due course.

103/08 ALCOHOL CONTROL ZONES
Mr. B. Davies, the Authority's Legal Services Officer, had written to the Council seeking members' views regarding the introduction of the above zones in the community. Members considered the information that had been provided and felt that as there was no present evidence of alcohol drinking problems in public places, there was no need for the introduction of these zones. Members further reported that the existing powers of the police were sufficient to deal with any potential problems of this nature.

104/08 REPRESENTATIVE’S REPORTS
Councillor M. Flynn reported on the meeting of Halkyn Mountain Common Joint Consultative Board.

105/08 PLANNING APPLICATIONS
A) JZB/045683 Erection of single storey extension and alterations to existing roof. Medway, Pen-Y-Ball, Brynford.

B) LEJ/045740 Erection of replacement dwelling. Green Bank, Brynsannan, Brynford.

C) LEJ/045763 New barn for paddock mini tractor/utility and garden store. Meadow View, Pantasaph Road, Brynford.
RESOLVED:
That the Council have no objections to the above applications subject to them being in keeping with adjacent dwellings.
