92/09 DECLARATION OF INTEREST
No Declaration of Interest were made.

93/09 MINUTES
RESOLVED:
That the minutes of the meeting held 10th November, 2009 were approved as a correct record.

94/09 HIGHWAY MAINTENANCE
The following items were reported:-

• Lay-by near Dolphin Junction - road surface in need of pot-hole repairs and boundary fence to fields in need of repair.

• Pentre Halkyn road near Hen Blas - pot-hole repairs required.

• Milwr Road - road subsidence, roadside verge needs reforming and bottom of Pen-Y-Pyllau hill boundary wall is in danger of collapsing onto highway.
RESOLVED:
That the above matters will be reported to the Highway Authority.

95/09 PROPOSED ENVIRONMENTAL IMPROVEMENT SCHEME - BRYNFORD VILLAGE GREEN
The Clerk reported that he had obtained budget estimates for the supply and installation of the metal post and rail system and advised that a scheme budget of £15,000 would be required.

The Clerk had discussed the proposal with the Grants Officer from Cadwyn Clwyd who had agreed to submit an application for £10,000 towards the scheme costs with the remaining £5,000 being funded by the Council.

The Clerk further advised that the (LIME) Project Looking Into Mineral Exploitation had welcomed the Council’s support for the proposal to erect a commemorative sculpture on Brynford Village Green and were in the process of submitting a planning application to the Planning Authority.
RESOLVED:
That the information be received.

96/09 PROVISION OF AMENITY AREA, CALCOED, BRYNFORD
Councillor Beaumont reported that Rachel Watson the Halkyn Common Ranger had commenced with the scheme to clear away the fly tipping, removal of scrub and grading out of the area to create an amenity area.

Members expressed their gratitude to Rachel’s hard work and enthusiasm for helping to deliver this scheme.

97/09 COMMONS CODE OF CONDUCT
Further to previous discussions with Rachel Watson the Halkyn Common Ranger regarding the draft proposals to develop a code of conduct for the common, Rachel had provided a copy of the final draft.

The code would be produced in various formats and distributed through outlets on the common.

98/09 CORRESPONDENCE RECEIVED
• Halkyn Mountain Common Joint Consultative Board - Minutes and notice of next meeting.

• Pant-Y-Pwll Dwr Quarry Liaison Committee meeting - Minutes and notice of next meeting.

• Letter received from North Wales Police Authority - Operation Focus.
RESOLVED:
That the above information be received.

99/09 PLANNING APPLICATION
LEJ/046883 Erection of replacement dwelling. Greenbank, Brynsannan, Brynford.
RESOLVED:
That the Council considers the proposal is over development of the existing site.

100/09 ITEMS RAISED BY MEMBERS
A) Councillor A. Davies reported that a local farmer had been spreading farm yard manure on the common causing damage to the surface of the common.
RESOLVED:
That this matter be reported to Grosvenor Estates and Halkyn Common Ranger.

B) Councillor T. Stephenson reported that he and fellow members of the Council had attended Brynford CP School’s Christmas Concert in which every pupil had participated and had been a really enjoyable performance.
RESOLVED:
That a letter of congratulations be sent to the Headteacher.

101/09 ACCOUNTS FOR PAYMENT
RESOLVED:
That the following accounts were approved for payment:-
