105/07 MINUTES
RESOLVED:
That the minutes of the meeting held 9th January, 2007 were approved as a correct record.

106/07 COMMUNITY POLICING
Community Beat Manager, PC K. Jones gave members a report on the local issues that he had been dealing with.

Members raised concerns regarding the enforcement of vehicles parking on restricted areas of Brynford Hill and the danger to highway users.

PC Jones further advised that he would be retiring from North Wales Police in August of this year, and was hopeful that his replacement may be in place before his retirement.

The Chairman thanked PC Jones for his attendance and on behalf of all the members wish him enjoyment in his retirement.
RESOLVED:
That the Clerk would write to Flintshire County Council requesting an update on the traffic warden services.

107/07 HIGHWAY MAINTENANCE
Further to the Council’s request to have the hedge cut near the slip road on Brynford Hill, the Network Manager, Flintshire County Council had written
to the Council advising that there had been a misunderstanding between the Authority and Clwyd Alyn Housing Association. He had been advised by the
Association that all the hedges were in their ownership and that they would attend to the matter. However, he had now been informed by them that this was not the case and that the properties of concern are privately owned. He will now arrange to contact the owners and request that the hedges be cut back.

108/07 EISTEDDFOD 2007 APPEAL COMMITTEE
Councillor P. Wahl updated members on the progress of the Auction of Promises event to be held 23rd March, 2007. Councillor T. Stephenson appealed to members to try and obtain as many promises or gifts for the auction. He further advised that he would arrange the production of notices to publicise the event.

The Clerk advised that an item would be placed in the Halkyn Mountain News and that copies of the notices would be provided for distribution with the news
letter.

109/07 PROPOSED RECREATION AREA, CALCOED
Further to the Council’s enquiry, a response had been received from Grosvenor Estates advising that in principle they had no objections to the works but would require further consultation.
RESOLVED:
That the Clerk would write to Grosvenor Estates to arrange a meeting to further explore this proposal.

110/07 POLICE BUDGET 2007/08 – NORTH WALES POLICE
Mr. D. Hanson MP had written to the Council regarding the enquiry on funding for North Wales Police and had sent a copy of the reply received from the Home Office which had been circulated to members with the agenda.

The information stated that the Police Service has benefited from significant increase in resources over a sustained period.

Members reported that the information provided was contrary to what was being claimed by the North Wales Police Authority.
RESOLVED:
That copies of the information be sent to the Chairman of the North Wales Police Authority and Chief Inspector Brunson.

111/07 COMPREHENSIVE REVIEW OF COUNCIL’S SHELTERED HOUSING SERVICES
A letter and questionnaire regarding the above matter had been received from Mr. G. Davies, Interim Director of Housing, Flintshire County Council.

Councillor N. Eaton reported that he had completed the questionnaire given that he was a resident within the sheltered housing scheme.

Members expressed their reservations as to the need for further surveys and suggested that improved resources and communication with residents would be more helpful.
RESOLVED:
That Councillor Eaton’s response be sent with a covering letter from the Council.

112/07 CHAIRMAN'S ANNUAL DINNER AND BALL FRIDAY 9th MARCH 2007
The Chairman of Flintshire County Council, Councillor D. Barrett, had written to the Council requesting the support for his charity event
RESOLVED:
That Councillor G. Hughes and Consort Mrs. Hughes will represent the Council.

113/07 FLINTSHIRE SUMMER PLAY SCHEME 2007
Mrs J. Roberts, Play Scheme Co-ordinator, had written to the Council advising of the dates and the costs of this year's scheme which would be £812.67.

Councillor T. Stephenson suggested that the scheme should be moved to the playing field of Brynford CP School to try and reduce the problem that the scheme has had with anti-social behaviour by a minority of youths.
RESOLVED:
That the Clerk would raise this matter with Brynford CP School’s Headteacher.

114/07 REPRESENTATIVE’S REPORTS
Councillor P. Wahl reported on the meeting that he had attended at Flint Police Station to discuss the protocol for dealing with Travellers on Halkyn Common
and the public meeting to launch the protocol at Halkyn Village Hall. Councillor Wahl also reported on the meeting that he had attended with Cadwyn Clwyd.

115/07 PLANNING APPLICATIONS
A) BMK/042681 Erection of a pitched roof extension to the rear. The Tunnel, Naid-Y-March, Brynford.

B) RMH/042567 Retrospective application for change of use of land from Agricultural to mixed use of Agricultural and Equestrian to include two mobile shelters. Waen-Y-Brodlas, Brynford.
RESOLVED:
That the Council has no objections to the above two applications.
