87/08 DECLARATION OF INTEREST
No Declarations of Interest were made.
88/08 MINUTES
RESOLVED:
That the minutes of the meeting held 8th January, 2008 were approved as
a correct record and signed by the Chairman.
89/08 COMMUNITY POLICING
The Chairman welcomed to the meeting PC D. Schofield, Community Beat Manager
(CBM) for the community of Brynford. PC Schofield gave an update of policing
activities that he had conducted during his term in post since August,
2007.
90/08 HIGHWAY MAINTENANCE
Following the Council’s request, a response from the Highway Authority
had been received confirming that work to rectify faults had been either
undertaken or had been placed on the maintenance programme to be undertaken
in the near future.
1. Repairs to fence in layby near Dolphin Junction.
2. Potholes - Calcoed Lane, Brynford to Pentre Halkyn, Slip Road to
Pen-Yr-Hwylfa.
3. Brynford Hill - Sweeping.
4. Brynford Hill slip road to Old Chester Road stone wall.
Members reported that Brynford Hill was in need of cleaning again and
that the highway was subsiding adjacent to Beachwood, Milwr Road, Milwr.
91/08 NARROW LANE, CALCOED - PROPOSED ROADWAY IMPROVEMENTS
Councillor M. Wright reported that he has started to distribute letters
to the Community of Calcoed advising of the estimation of costs that would
be required to undertake the proposed roadway improvements.
Initial reactions from some residents had not been very supportive.
However Councillor Wright would advise further when the consultation had
been completed.
92/08 DERELICT PROPERTY - DRYLL COTTAGE
The Chief Public Protection Officer, Flintshire County Council had written
to the Council advising that he was unable to ascertain any ownership
details for the property. However arrangements had been made to have the
ground floor openings secured to ensure that unlawful access is prevented.
Members advised that they believed the property was sold by Jones Peckover,
Denbigh and that they may have the owner’s details.
RESOLVED:
That this information be forwarded to the Public Protection Officer.
93/08 PROPOSED THRESHOLD SIGNS TO HALKYN COMMON
Mr. J. Richards, Secretary to Halkyn Mountain Common Joint Consultative
Board, had written to the Council advising that following the success
of Cadwyn Clwyd development to provide a number of cattle grids to restrict
grazing sheep to the Common. Each location amounts to a threshold or gateway
onto the Common and it is therefore felt appropriate that some sort of
sign would be placed to announce to visitors that they are entering onto
a Common.
Mr. Richards had enclosed a draft design for the Council’s considerations.
Members advised that they felt there were generally too many signs on
the Common at present and that the proposed draft design would not be
appropriate.
Members would support a structure that was made from limestone, being
an indigenous product from the common, which could be built by a local
stone mason.
RESOLVED:
That the Clerk will respond to Mr. Richards.
94/08 FLINTSHIRE COUNTY COUNCIL CHAIRMAN’S ANNUAL DINNER
AND BALL - FRIDAY 7th MARCH, 2008
An invitation had been received for a representative of the Council to
attend the above event from Councillor Mrs. Ann Minshall, Chairman of
Flintshire
County Council.
RESOLVED:
That Councillor N. Eaton and guest would represent the Council at the
above event.
95/08 FLINTSHIRE COUNTY COUNCIL SUMMER PLAYSCHEME PROGRAMME
2008 : MONDAY JULY 21st 2008 - FRIDAY
22nd AUGUST 2008
The Head of Leisure Services Mr. M. Hornby had written to the Council
advising of the above scheme seeking the Council’s support and co-operation
in delivering the programme for the ensuing year. Mr. Hornby further advised
that the anticipated financial cost to the Council would be £834.18.
Members agreed that the scheme held in the school grounds had been a
success and would support the scheme this year.
Councillor Stephenson advised that this item was on the agenda for the
next School Governors meeting.
RESOLVED:
That the Clerk would advise Mr. Hornby of the Council support.

97/08 REPRESENTATIVE’S REPORTS
A) Councillor G. Roberts reported on the meeting of North Wales Police
Precept Budget meeting held at Holywell Leisure Centre.
B) Councillor N. Eaton gave a report on the A.G.M. of the Over 50s Forum
that he had attended.
C) Councillor N. Eaton reported on the meeting of the Brynford Facilities
Committee advising that a grant of £2,000 had been awarded from
the A55 committee fund.
98/08 PLANNING APPLICATION
A) APW/044510 Erection of an extension to the rear side to provide a utility
room and a chimney to rear. The Tunnel, Naid-Y-March, Holywell.
RESOLVED:
That the Council has no objections.
99/08 FORMAL RISK ASSESSMENT REPORT 2008
The Clerk reported in accordance with the recommendations of the Audit
and Financial Regulations 1996; the above report had been prepared identifying
any areas of risk and appropriate actions the Council should consider
taking.
RESOLVED:
That the report and recommended actions be approved by the Council.
