104/10 MINUTES
RESOLVED:
That the minutes of the meeting held 19th January, 2010 were approved
as a correct record.
105/10 HIGHWAY MAINTENANCE
A) Traffic Signals - Fron Park Road/Brynford Street, Holywell
The Head of Highways and Transportation (H.H.&T) Flintshire County
Council had written to the Council following the Council reporting the
problems of the slow changing of the new lights causing traffic delays.
The H.H. &T reported that the scheme was not yet fully completed
due to the poor conditions of the existing road surface and that the
loop detectors, which are cut into the carriageway on approach to the
signals, had not been installed. However road surface repairs would
be undertaken and the control system installed in the very near future.
The lights would then be working to vehicle/pedestrian activated demand.
B) Members reported the following pothole repairs
Milwr Road - Nr. Beechwood
Brynsannan Road - Nr. The Crooked Horn Inn
Brynsannan Road to Pentre Halkyn Nr. Henblas
C) Road Cleaning
Brynford Hill
Narrow Lane, Calcoed
D) Provision of Pedestrian Drop Kerbs on Pathway
Members reported that the pedestrian footpath system from The Llyn-Y-Mawn
Inn to Brynford Crossroads had no drop down kerbs for invalidity carriages,
wheelchairs or pushchairs which was causing some concern to local residents.
RESOLVED:
That the above matters be reported to the Highway Authority.
106/10 PROPOSED ENVIRONMENTAL IMPROVEMENTS SCHEME TO THE
VILLAGE GREEN, BRYNFORD
The Clerk reported that the funding application to Cadwyn Clwyd’s
Flintshire Rural Partnership scheme for £10,000 had been approved.
The grant would provide for the first phase of the scheme to provide
a knee high post and rail system around the boundary of the green.
The Clerk further reported that a planning application for the scheme
had been submitted to the Planning Authority by the Council.
Mrs. K. Derbyshire the Sense of Place Officer of Cadwyn Clwyd dealing
with the grant had also written to the Council advising that consideration
should be given as to whether a Section 194 Application should be sought.
Members considered this and felt that given the nature design and
no loss of grazing land being created by the scheme it would not be
necessary. However they felt that it would be appropriate to consult
the Halkyn Commoner’s Graziers Association on the proposed scheme.
RESOLVED:
A) That the Council confirm acceptance of the offer of grant for £10,000.
B) That a copy of the proposed scheme be sent to the Graziers Association
with an offer for Council members to attend a further meeting to discuss
the proposals.
107/10 FLINTSHIRE COUNTY COUNCIL SUMMER PLAY SCHEME PROGRAMME
2010
The Head of Leisure Services, Mr. M. Hornby, had written to the Council
advising that the Summer Play Scheme would be operating from Monday
19th July - Friday 20th August 2010, 10.30 am - 12.30 pm at Brynford
CP School. The Authority was again working in partnership with local
Councils and the cost to the local Council for this provision would
be £893.00.
RESOLVED:
That the Council would support the scheme and write to the Head Teacher
of Brynford C.P. School seeking an agreement to use the school grounds
for the 5 week scheme.
108/10 REVIEW OF ELECTORAL ARRANGEMENTS FOR THE COUNTY OF
FLINTSHIRE - DRAFT PROPOSALS
Mr. E.H. Lewis, Secretary for the Local Government Boundary Commission
For Wales, had sent the above Draft Proposals for the future electoral
arrangements for the County of Flintshire. Members reported that they
had read the document and felt that the proposal appeared to be fair
in the way that population had been allocated for representation by
local members. Given the difficulties of the task the Draft seemed to
be fit for purpose.
RESOLVED:
That a letter of support be sent to the Secretary of the Boundary Commission.
109/10 REPRESENTATIVE’S REPORT
Councillor N. Eaton reported that at a meeting of the Community Facilities
Committee it was unanimously agreed that the community building would
be erected on Brynford CP School site and that further grants were being
sought for design and feasibility report.
The Chairman thanked Norman for his report and extended his thanks
on behalf of the Council for all the work and effort the committee had
been putting into this project over the past years.
110/10 FORMAL RISK ASSESSMENT 2010-2011
In accordance with the Internal Auditors recommended actions, the Clerk
had prepared an annual formal Risk of the Council’s business and
responsibilities, identifying the key risks that the Council is facing,
evaluating the consequences of an identified risk taking place and deciding
upon the appropriate action the Council should take to reduce or control
the risk.
Members considered the report and agreed that it appeared to cover
all the areas of Council business and thanked the Clerk for his work
on preparing the report.
RESOLVED:
That the Report be approved for the year 2010-2011.
111/10 PLANNING APPLICATIONS
A) TGE/047099 Erection of a single storey living room/utility side extension.
Windy Ridge, Naid-Y-March, Brynford.
RESOLVED:
That the Council has no objections to the application.
B) BMK/046944Outline - Erection of a dwelling. Snowdon View, Pen-Y-Ball,
Holywell.
RESOLVED:
That the Council objects to this application as the development is outside
the permitted development boundary of the Unitary Development Plan.
112/10 APPLICATIONS FOR FINANCIAL ASSISTANCE
Urdd Gobaith Cymru - Grant of £50.00 approved.
113/10 DISTRIBUTION OF HALKYN MOUNTAIN NEWS LETTER
Councillor N. Eaton reported that as he was no longer living in Brynford
he was unable to continue assisting with the distribution of the news
letter in the Hafod-Y-Bryn area of the community. As a temporary measure,
a senior local resident had agreed to help and distribute the letters
of the next issue.
RESOLVED:
Members would try and speak to local residents and identify any further
assistance that could be given to help distribute the news letter.
