76/08 DECLARATION OF INTEREST

77/08 MINUTES
RESOLVED:
That the minutes of the meeting held 11th December, 2007 be approved as
a correct record and signed by the Chairman.
78/08 HIGHWAY MAINTENANCE
B5121 Brynford Hill
The Chief Highways and Transportation Engineer, Flintshire County Council
had replied to the Council’s letter of 15th November, 2007 advising
he was not aware that any bend warning signs on this section of road were
missing.
The Officer further advised that a number of chevron signs have been
erected at the top of Brynford Hill. It is hoped that these signs, combined
with the
resurfacing works, will prove effective in reducing the number of collisions
at this location.
The slow road marking has not been replaced; however arrangements are
in hand for this work to be carried out.
Brynford Hill Slip Road to Old Chester Road
Mr. A. Pugh, Flintshire County Council Highways Officer, had written to
the Council advising that the work which had been reported was in hand
and would be attended to very shortly. The stones that had fallen onto
the highway from the boundary wall between Stamford Farm House and Stamford
Gate Hotel were not within the running lane of the highway and were not
an immediate danger to the highway user. However, these would be removed
again as soon as possible.
RESOLVED:
That the information be received.
79/08 PROVISION OF PUBLIC NOTICE BOARD
Mrs. W. Powell had written to the Council confirming her agreement to
the installation of the notice board to the rear of the boundary wall
fronting Brynford Village Road at the day nursery. The Clerk advised that
an order had been placed for the notice board and hoped it would be delivered
in the very near future.
Members expressed their thanks to Mrs. Powell for her kind assistance
with this matter.
80/08 PROPOSED PROVISION OF VILLAGE NAME SIGN, NAID-Y-MARCH,
BRYNFORD
A response had been received from the Director of Highways, Flintshire
County Council in regard to the Council’s letter of support for
the above provision advising that he would be contacting the Place Names
Advisory Service of the Welsh Language Board to ascertain their views
as to whether the area represents a viable community for the purpose of
a place naming.
Councillor N. Eaton reported that some residents had raised their concerns
as to the cost effectiveness of the scheme to highlight the Legend of
the Horses Leap at Naid-Y-March.
Members reported that this scheme had been provided by the endeavours
of the Local Residents Group at Naid-Y-March and was not being funded
by the Council.
81/08 CORRESPONDENCE RECEIVED
RESOLVED:
That the following correspondence be received:
A) North Wales Police Authority Community Forum meeting, Tuesday 22nd
January, 2008.
B) One Voice Wales - Wrexham/Flint Area Committee meeting to be held
Thursday 10th January, 2008.
C) Letter of thanks from the Secretary of Cynfaen Memorial Chapel, Calcoed
for the £500 grant.
D) Letter of thanks from the Secretary of St. Michael’s Church,
Brynford for the £500 grant.
82/08 A55 COMMITTEE
Councillor A. Davies presented a letter from the above committee advising
that a meeting of Commoners was to be held on Friday 18th January, 2008.
The purpose of the meeting was to gather ideas as how best to manage the
funds of £11,000 of which £5,000 had been pledged to support
the Cattle Grid
Installation at Pantasaph.
It was hoped that following the meeting, the A55 committee could be
disbanded and the balance of the funds be distributed to suitable projects.
RESOLVED:
That the Clerk write to the Committee Secretary requesting consideration
for funding the following projects:-
Brynford Village Green Enhancement Scheme
Provision of Recreation Area, Calcoed.
Provision of a Community Hall, Brynford.
83/08 PLANNING APPLICATIONS
A) GZH/044381 Demolition of existing buildings and erection of 24 No.
apartments. Pen-Y-Pyllau Hall Home, Pen-Y-Pyllau, Brynford.
RESOLVED:
That the Council consider the proposal to be over development of the site
and proposed construction details not in keeping.
The proposed development will have a detrimental impact on adjacent
properties.
Increased traffic movements entering or leaving the development will
cause further risk to road users.
Capital payment should be made to the Authority for improvements to existing
recreation facilities in the community should the development be approved
by the Planning Committee.
84/08 SETTING OF COUNCIL BUDGET AND PRECEPT FOR FINANCIAL
YEAR 2008-09
The Clerk had circulated estimates of expenditure for year ending 31st
March, 2008 and 2009 together with precept options for the year 2008-09
for
member's consideration.
The Clerk advised that in order to reduce the proposed expenditure,
no increase had been made for capital expenditure and the contingency
budget had been reduced.
RESOLVED:
(1) That the Precept for the year 2008-09 will be £14,103.
(2) That the Clerk's salary for the year 2008-09 will be £4,125.
