92/10 DECLARATION OF INTEREST
No Declaration of Interest were declared.
93/10 MINUTES
RESOLVED:
That the minutes of the meeting held 9th December, 2009 were approved
as a correct record.
94/10 HIGHWAY MAINTENANCE
The Clerk reported that Councillor Beaumont had requested that the Council
write to the Highways Authority regarding the traffic queues that were
now forming following the introduction of the new traffic and pedestrian
light system at the bottom of Brynford Hill and Fron Park Road, Holywell.
RESOLVED:
That the Clerk would write to the Highways Authority on this matter.
A letter had been received from the Highways Authority advising that
an inspection of the road at Pant Isa, Babell had found that the defective
grid in the highway belonged to Welsh Water and notice had been served
on Welsh Water to replace the cover accordingly.
95/10 PROPOSED ENVIRONMENTAL IMPROVEMENT SCHEME TO THE VILLAGE
GREEN, BRYNFORD
The Clerk reported that the Council had received notice that a planning
application had been received for the erection of the proposed sculpture
on the village green.
The Clerk further advised that the grant application for funding the
proposed post and rail system around the green had been submitted to
Cadwyn Clwyd and that he would be submitting the planning application
for the scheme to the Planning Authority in the near future.
96/10 CORRESPONDENCE RECEIVED
A) Register of Electors In Force 1st December, 2009 - 30th November,
2010.
B) Setting local speed limits in Wales.
C) Code of Conduct - Draft Guidelines from the Public Services Ombudsman
for Wales.
D) One Voice Wales - Minutes and Notice of meeting of the Wrexham and
Flint Area Committee.
E) Flintshire County Council Chairman’s Annual Charity Dinner,
Deeside College, Kelsterton Road, Connah’s Quay - Friday 26th
March, 2010.
The Chairman and his wife would attend.
F) Welsh Assembly Governments Waste Strategy ‘Wise about Waste’
Seminar to be held 10th February, 2010 for 6.30 pm at County Hall, Mold.
Councillors David Jones and Pat Wahl will attend.
RESOLVED:
That the above information be received.
97/10 REPRESENTATIVE’S REPORTS
Councillor N. Eaton reported on the meeting of the Over 50s Forum that
he had attended.
98/10 APPLICATIONS FOR FINANCIAL ASSISTANCE
The following grants were approved:-
A) Victim Support - Grant of £50.00 approved.
B) Flintshire Local Voluntary Council - Received.
C) Walkabout Flintshire - Received.
D) Delyn Women’s Aid - Grant of £50.00 approved.
E) Cynfaen Memorial Chapel, Calcoed - Grant of £500.00 approved.
F) St. Michael’s Church, Brynford - Grant of £500.00 approved.
99/10 BUDGET ESTIMATES AND SETTING OF PRECEPT FOR THE YEAR
1st APRIL 2010 - 31st MARCH 2011
The Clerk had prepared estimates of expenditure and income for the above
year together with options of precept for members' consideration and
approval.
RESOLVED:
A) That the budget for the year 1st April, 2010 - 31st March, 2011 was
approved.
B) That the Clerk's salary for the above year would be £4,450.
C) That the precept for the above year would be £17,028.00 being
an increase of £2.09 per year on a band ‘D’ property.
100/10 ITEMS RAISED BY MEMBERS
Councillor A. Davies reported that it was his understanding that at
the November meeting of the Council that it had agreed not to provide
any funding contributions for the Countryside Ranger Post for 2 years.
However the minutes of the meeting referred to one year. Following further
discussion the following was resolved:-
That the Council would not make any funding contributions to the Countryside
Ranger Post for years 2009/10 and 2010/11.
Councillor K. Brown reported that there had been a caravan and pickup
truck parked on the common at Brynford for approximately 4 weeks.
RESOLVED:-
That this would be reported to Grosvenor Estates.
Councillor D. Dennis reported that during the recent spate of bad
weather residents had been receiving delivery of supplies from Jean
Davies, Brynford Village Stores who had very kindly provided a delivery
service to residents who could not venture out from their homes.
Members expressed their sincere thanks to Jean for her kind community
spirit and instructed the Clerk to write a letter of thanks to her.
