22/07 MINUTES
RESOLVED:
That the minutes of the Meeting held 12th June, 2007 were approved subject
to the removal of Councillor G. Hughes' name in item 18/07.
23/07 HIGHWAY MAINTENANCE
The Clerk reported that the Highways Authority had confirmed that the
road side verge to the front of the recreation ground would be cut in
the very near future.
Instructions had also been given for the slip road from Brynford Hill
to Old Chester Road to be cleaned.
Councillor G. Hughes reported that the road outside his property was in
need of repair following a vehicle fire.
24/07 NARROW LANE, CALCOED – CONDITION OF ROADWAY
Councillor M. Wright reported that letters had been sent
to local residents at Narrow Lane explaining the background as to why
the road has not been adopted by the Highways Authority.
A site meeting had taken place with a civil engineering company and the
Clerk to prepare a specification for road surface upgrading works. Members
confirmed that because of the estimated costs, any proposed upgrading
works would not bring the road to an adoptable standard.
Councillor Wright further advised that he had spoken to the Authority's
Legal Officer regarding the possibility of releasing the Bonds that had
been attached to the dwellings for the adoption of the road. The Legal
Officer had advised that it would be dependant upon the wording of legal
agreements for the Bonds if any of the Bonds could be used for an improvement
scheme to the road.
25/07/ PROPOSED RECREATION GROUND – CALCOED
The Clerk confirmed that he had written to Westminster Estate
regarding an improved offer of conditions for the land should the Council
elect to proceed with the Agreement.
The Clerk further reported that he would be writing to Officers of Cadwyn
Clwyd seeking their assistance in submitting the proposed scheme to the
Planning Authority for planning approval.
26/07 PERIPATETIC SKIP SERVICES
Further to the June Council meeting at which Mr. H. Mitchell, Environmental
Services Officer, Flintshire County Council gave a presentation on how
the
service was managed, members considered their formal response given the
withdrawal of the skip service to the community.
Following some lengthy discussion, the following recommendations were
made:-
That the Authority should, on a regular basis, use all forms of media
to publicise and provide quality information of the existing refuse disposal
service that is available to all residents of Flintshire.
That the Authority should make available free skips to communities who
are willing to organise community clean up days.
27/07 BRYNFORD VILLAGE GREEN
Members reported that despite recent requests, residents were still parking
vehicles on the village green.
Councillor T. Stephenson suggested that consideration should be given
to providing a scheme to enclose the green incorporating a landscaping
scheme which would enhance the village centre and stop the problem of
vehicles parking on it.
RESOLVED:
That the Clerk would investigate the process of making a Section 194 Application
for enclosure of common land.
28/07 FLINTSHIRE AND DISTRICT NATIONAL EISTEDDFOD 2007, LOCAL
AUTHORITIES BUFFET
An invitation had been received from Mr. H. Thomas, the President of the
Court, for 2 representatives to attend the above function.
RESOLVED:
That Chairman Councillor N. Eaton and Councillor T. Stephenson will represent
the Council.
29/07 ONE VOICE WALES ANNUAL GENERAL MEETING
13th October 2007 at Llandrindod Wells.
RESOLVED:
That the information be received.
30/07 PUBLIC SERVICES OMBUDSMEN FOR WALES
Annual report 2006/07.
RESOLVED:
That members would circulate the report.

Councillor T. Stephenson reported on the Governor's meeting of Brynford
CP.
32/07 PLANNING APPLICATIONS

Erection of a dwelling. Land side of Garreg Wen, Brynford.
RESOLVED:
That the Council has no objections to the above applications.
Councillor N. Eaton reported that excavation and demolition works were
on going at the garage, Ty Newydd, Brynford and enquired if the works
had received planning approval.
RESOLVED:
That the Clerk would make enquiries with the Planning Authority.
