35/08 DECLARATION OF INTEREST
There were no Declarations of Interest.

36/08 MINUTES
RESOLVED:
That the minutes of the meeting held 10th June, 2008 were confirmed as a correct record and duly signed by the Chairman.

37/08 HIGHWAY MAINTENANCE
The following matters were reported by members:-

* Surface water flooding - Brynford Crossroads Junction to Hafod-Y-Bryn

*Road and verge cleaning - Pentre Halkyn Road to Brynford Hill

*Stone and litter removal - Layby Dolphin Junction

*Planting of conifers - Highway verge Rhydymynydd, Brynford

*Pruning of tree canopy - Brynford Hill
RESOLVED:
That the Clerk would report the above matters to the Highway Authority.

38/08 ITINERANTS ON BRYNFORD COMMON
Members reported that the Itinerants that had been encamped on the common adjacent to the golf course had at last moved on. However concern was raised
that, despite the protocol that had been developed with the Police and Westminster Estate to deal with this kind of problem, it had not been enacted.
RESOLVED:
That the Clerk would write to the Westminster Estates seeking an explanation on this.

39/08 COMMUNITY POLICING
The Chairman welcomed to the meeting PC Dave Schofield, C.B.M. for the community, who gave a report on current policing activities in the community.

Members reported that there was a small number of persistent car drivers driving at speed without any regard for other road users.

PC Schofield advised that if registration numbers of vehicles could be provided, he could issue warnings.

The Chairman thanked PC Schofield for his attendance.

40/08 FLY TIPPING - HALKYN COMMON
Members reported that fly tipping was still an ongoing issue and that Councillor M. Wright had highlighted the problem with the help of a local press article.

Residents were meeting the enforcement officer of the local authority to provide witness statements in the hope that enforcement action could be taken.

41/08 HALKYN COMMON MOUNTAIN RANGER SERVICES
Further to the Council’s enquiry regarding the Management of the above service, Ms. Elena Williams of Cadwyn Clwyd had written to the Council advising that the steering group had met to discuss the final report. The findings along with suggested actions, such as setting up a Management Board, will be put in the final report which will be published in the next few weeks.
RESOLVED:
That the information be received.

42/08 OUT OF HOURS G.P. SERVICE, BRYNFORD
Following the Council’s letter to the Community Health Council, Mr. Jeff Lansdell, Patients' Advocate had written to the Council advising that he was making enquiries with the relevant body to establish what the current policy is for the residents of Brynford when they needed a doctor outside G.P.Surgery hours. He will advise the Council of his findings in due course.
RESOLVED:
That the information be received.

43/08 CODE OF CONDUCT
The Clerk reported that he had attended the training meeting held by the Monitoring Officer, Mr. Barry Davies, Flintshire County Council and had circulated a copy of the information that had been provided for members attention and records.

The Clerk further advised that the Council had to place a public notice in the local press advising that the Council had adopted the New Code.
RESOLVED:
That the Clerk would arrange for the public notice to be placed in the Evening Leader.

44/08 SPEED LIMITS CONSULTATION
Mrs. Sandy Mewies AM had written to the Council advising that following the request for assistance received from Brynford Community Council regarding the issue of Guidelines for the Setting of Speed Limits for local roads. She has made investigations and sent a copy of the consultation document which was due to end on August 29th 2008.

Mrs. Mewies also advised that she had written to the Deputy First Minister requesting him to expedite this process in view of the interest and concern raised with her by a variety of individuals and Community Councils.

That the information be received.

45/08 CORRESPONDENCE RECEIVED
A) One Voice Wales - National Training Programme for Community and Town Councils in Wales.

Flintshire Summer Playscheme Programme 2008.

C)
Post Office Ltd’s Network Change Programme Public Consultation.
RESOLVED:
That a letter of objection be sent regarding the proposed closure of Brynford Post Office.

D)
Denbighshire and Flintshire Agricultural Society Letter of thanks for financial donation.

E)
Public Services Ombudsman - How to complain that a local authority member has broken the Code of Conduct.
RESOLVED:
That the above information be received.

46/08 REPRESENTATIVE’S REPORTS
Councillor N. Eaton reported on the meeting of the Over 50s forum that he had attended.
Councillor T. Stephenson reported that he had attended the meeting of Brynford C.P. School Governing Body which was the last attended by the Headteacher, Mrs. A. Harvey, due to her retirement in July 2008.
RESOLVED:
That a letter of thanks be sent to Mrs. Harvey on behalf of all the Council Members for her roll as Headteacher over the past years.

47/08 APPLICATION FOR FINANCIAL ASSISTANCE
Mr. Paul Jones, Secretary to Brynford Football Club, had written to the Council advising that the club had gained promotion to the Clwyd Premier Division. However due to the League requirements, ground improvement works would be required and were in the process of being undertaken by the club. As a result of the additional works the club were seeking financial support from the Council.
RESOLVED:
That as the club had gained promotion, a grant of £200.00 was approved.

48/08 PLANNING APPLICATIONS
A) APW/045155 - Erection of a single storey U-PVC conservatory to rear elevation. Bryn Hyfryd, Naid-Y-March, Brynford.
RESOLVED:
That the Council has no objections.

B) 044746 - Change of use and regrading of common land to create an amenity grass area for community use. Common Land, Off Narrow Lane, Calcoed, Brynford.
The Clerk reported that the above application had been approved 11th June, 2008.

49/08 ACCOUNTS FOR PAYMENT
RESOLVED:
That the following accounts were approved:-

902 Flintshire County Council Election costs £207.91
903 Viking Direct Supply of stationery £48.46
904 A. Roberts Clerk's salary £375.00
