31/09 DECLARATION OF INTEREST
No Declaration of Interest were made.
32/09 MINUTES
RESOLVED:
That the minutes of the meeting held 9th June, 2009 were approved as a
correct record.
33/09 HIGHWAY MAINTENANCE
Members reported the following highway defects:
*Brynford Hill slip road to Old Chester Road - Pothole repairs, hedge
cutting and road cleaning.
*Groesffordd crossroads to Babell near Pant Ucha Farm - Pothole repairs
required to highway.
*Calcoed Lane, Brynford, surface water flooding near Post Office letter
box.
*Highway near Henblas - Pothole repairs required.
RESOLVED:
That the Clerk would report the above defects to the Highway Authority.
34/09 COMMUNITY POLICING
The Chairman welcomed to the meeting PC S.O. M. Rowlands who gave a report
of policing activities in the community and advised that PC J. Lehrle
had been moved to Wrexham and was no longer the contact for policing matters
in this community.
The Chairman thanked the Officer for attending the meeting. Members
raised their concerns over the lack of policing resources. No Community
Beat Manager. Lack of police cars for transport, access to local police
offices by the general public. The continuous changing of personnel including
Inspectors over a short period of time.
Given these problems it was felt that effective policing was not being
provided by North Wales Police for many communities in Flintshire.
RESOLVED:
That a letter of formal complaint be sent to the Chief Constable of North
Wales Police, Mr. D. Hanson M.P. and Mrs. S. Mewies A.M.
35/09 HALKYN COMMON
The Clerk reported that he had provided members with copies of Rachel
Watson’s 'The Halkyn Common Mountain Ranger’s Report' giving
details of her actions and future programmes.
Members reported that an electric stock fence had been erected on the
common to the rear of the former Ysgol Talfryn School, Brynford and that
a number of livestock had been corralled there for a number of weeks.
RESOLVED:
That the Clerk would report the erection of the electric fence to - Westminster
Estates Department, Halkyn Common Graziers Association and Countryside
Council for Wales.
36/09 FLINTSHIRE COUNTY FORUM
The Chief Executive Mr. Colin Everett, Flintshire County Council had written
to the Council advising of the next meeting of the Forum to be held 15th
July, 2009 at Flint Town Hall.
The Clerk reported that he had circulated copies of the agenda and minutes
of the meeting held 4th March, 2009 to all members.
RESOLVED:
That Councillor K. Brown would attend the meeting.
37/09 IMPROVING THE PLANNING SERVICE - PLANNING FOCUS GROUP
Mr. Andrew Farrow, Head of Planning Services, Flintshire County Council
had written advising that he had invited all Town & Community Councils
to nominate 2 representatives to attend a meeting to be held at County
Hall on the 29th July, 2009. The purpose of the meeting was to discuss
the initiative for change which has been adopted within the planning service
following recent audits and reports. This agenda for change was given
further momentum by the Welsh Environment Minister, Jane Davidson’s
recent announcement, of a proposed review of the planning application
process in the interests of streamlining the system.
RESOLVED:
That Councillor K. Brown, Councillor P. Wahl and the Clerk would attend.

39/09 REPRESENTATIVE’S REPORT
Councillor T. Stephenson reported on Brynford CP School Governor's meeting
and the Investors In People Award Service that he had attended.
Councillor W. Beaumont reported that he had represented the Council
at the Holywell Community Hospital fund raising day.
40/09 APPLICATION FOR FINANCIAL ASSISTANCE
Crossroads Caring for Carers.
RESOLVED:
That a grant of £100 was approved.
41/09 PLANNING APPLICATIONS
LEJ/046444Change of use from garage to holiday let accommodation.
Bwthyn-y-Wennol, Milwr.
RESOLVED:
That the Council objects to this application as it is contrary to planning
policy for permitted development in the open countryside.
BMK/046284 Outline - Erection of a detached bungalow.
Land at Swn-y-Gwynt, Brynford.
RESOLVED:
That the Council objects to this application as they consider it to be
over development of the existing open space.
Demolition of existing nursing home and erection of 20 No. bed residential
apartments at Pen-Y-Pyllau Hall Home, Pen-Y-Pyllau, Brynford. The Chairman
reported that the above planning application had been refused by the Planning
Authority on grounds of inappropriate design. Members reaffirmed their
objections to the proposal and considered that the proposal to provide
20 apartments was over development of the site and would lead to a detrimental
impact on adjacent residents.
RESOLVED:
That the Clerk would write to Mr. D. Hanson MP and Mrs. S. Mewies AM on
this matter.
