CO-OPTION OF NEW MEMBER
Before the commencement of the meeting the Chairman welcomed
Councillor Kevin Brown who had been co-opted onto the Council at the May
meeting. Councillor Brown thanked the Council for electing him and advised
that he was looking forward to his term of office and duly signed the
Declaration of Acceptance of Office Statements.
20/08 MINUTES
RESOLVED:
That the minutes of the Annual General Meeting held 13th May, 2008 were
approved as a correct record.
21/08 HALKYN MOUNTAIN COMMON RANGER REPORT
The Chairman welcomed to the meeting Mrs. Rachel Watson the Countryside
Services Ranger for the mountain. Rachel circulated copies of her work
report and future programme schedule and discussed a number of ongoing
projects and management problems.
Rachel also updated members regarding the present encampment of Itinerants
on Brynford Common and the lack of support that had been given from the
landowner and Authorities to move the Itinerants on.
Councillor M. Wright reported that a protocol had been developed last
year with the agreement of the landowner and Authorities on how to deal
with this
problem and it was very disappointing that on this occasion it had not
been activated. Members reported that the work that Rachel had undertaken
to the
Common had proved to be mostly beneficial to the community. However they
felt that more could be achieved with stronger and more active support
from the landowner and Cadwyn Clwyd.
RESOLVED:
That a letter be sent to Cadwyn Clwyd regarding this issue.
22/08 HIGHWAY MATTERS
Councillor M. Wright reported that he had again raised the issue of speeding
traffic in the community with the Highway Authority. Reference had been
made to the proposed review of the criteria for imposing highway speed
limits and the length of time it was taking for the findings of this review
to be publicised.
RESOLVED:
That the Council would send a letter of support to the Highway Authority
on this matter.
23/08 CROOKED HORN INN - APPLICATION TO EXTEND OPERATING HOURS
Members reported that the Licensing Authority had advised local residents
adjacent to The Crooked Horn Inn of the conditions that had been recommended
by the Police Authority, that seemed to be satisfactory subject to them
being enforced. The Licensee has agreed to the conditions and the License
was being granted on this basis.
24/08 PROPOSED PROVISION OF DOG FOULING BIN - CALCOED LANE,
BRYNFORD
The Clerk reported that he had written to the 3 adjacent residents to
the proposed location seeking their observations regarding the provision
of the bin to which no objections had been received.
RESOLVED:
That instructions be given to Flintshire County Council to proceed with
the installation of the dog fouling bin.
25/08 ABERDO AND BRYN MAWR QUARRY
Following the Council’s letter to the Chief Planning Services Officer,
Flintshire County Council regarding the extent of bunding of over-burden
at the quarry, a response had been received advising that due to the considerable
age of the planning permissions in effect at the Bryn Mawr and Aberdo
Quarry there was a lack of enforceable conditional control attached to
the planning permissions with respect to the location and scale of the
over-burden and screening mounds.
Councillor Wright advised that he had requested a site inspection with
the Planning Officer to look at this problem and invited representatives
of the Council to attend.
Members also raised their concerns as to the establishment and stabilisation
of the mounds and bunding and felt it could be a hazard should slippage
start
occurring.
RESOLVED:
That a further letter be sent to the Planning Authority on this matter.
That members of the Council would attend the proposed site meeting.
26/08 AUDIT OF ACCOUNTS YEAR ENDING 31st MARCH 2008
The Clerk reported that the internal audit of accounts had been completed
by J.D.H. Business Services. Notice had also been received that the External
Audit would take place on the 31st July, 2008.
RESOLVED:
That the Council approved the year end accounts.
27/08 DOG FOULING ON HIGHWAY VERGES
Members reported that in some areas of the community there appeared to
be a persistent problem of dog owners allowing their dogs to foul the
highway verges and enquired if any actions could be taken by the Authority
to deter this problem.
RESOLVED:
That the Clerk would write to the Environmental Health Officer, Flintshire
County Council.
28/08 PROPOSED VILLAGE GREEN ENHANCEMENT
Members reported that the litter bin on the village green had been removed
and was in need of being replaced. Councillor Stephenson enquired if any
progress had been made regarding the proposal to undertake a landscaping
scheme of the green.
The Clerk advised that he had arranged for a draft design proposal to
be prepared showing boundary treatment to deter vehicles parking on the
green.
29/08 REFERRAL TO WREXHAM MAELOR HOSPITAL FOR EMERGENCY TREATMENT
It was reported that, recently, a local resident had to contact the medical
emergency services for a medical condition and was advised to attend the
Wrexham Maelor Hospital and not Glan Clwyd which usually served this community.
RESOLVED:
That a letter be sent to the Health Authority seeking clarification as
to which hospital served the community of Brynford.

Councillor N. Eaton reported on the meeting of Brynford Facilities Committee
Annual General Meeting.
Councillor W. Beaumont reported on the meeting of the Over 50s Forum.
Councillor T. Stephenson reported on the meeting of Brynford C.P. Governing
Body.
