30/10 DECLARATION OF INTERTEST
None were declared.
31/10 MINUTES
RESOLVED:
That the minutes of the Annual General Meeting held the 11th May, 2010
were approved as a correct record.
32/10 HIGHWAY MAINTENANCE
The following issues were raised:-
* Poor condition of footpath surface in Brynford village – in
need of resurfacing.
*Dolphin junction pothole repairs required in highway.
*Pothole repairs required - slip road from Penwylfa to Milwr Road.
*Milwr Road verge – self seeded trees growing on verge in need
of cutting back.
*Lay-by at Dolphin junction in need of cleaning and pothole repairs.
RESOLVED:
That the above matters be reported to the Highway Authority.
33/10 COMMUNITY POLICING
The Chairman welcomed to the meeting Sergeant J. Williams, North Wales
Police who had attended the community policing meeting in place of S.
Carrington CBM. Members reported that a number of residents had raised
concerns regarding the speed of traffic through Brynford and cars parking
outside the village school causing congestion to highway users. Members
also discussed the best way of keeping records and responses to issues
that have been raised with North Wales Police.
RESOLVED:
That the following actions be undertaken.
1. The Clerk would write to the Highways Authority regarding the reduction
of the existing 40mph zone to 30mph given that Brynford C.P. is one
of two schools that are located on highways that have 40mph
zones in all of Flintshire.
2. That the Clerk would write to the Highway Authority requesting
that an “H” white line be marked on the highway from the
junction with Hafod-Y-Bryn to indicate the no parking of
vehicles within 15 metres of the road junction.
3. That the Clerk would keep a record of all issues raised on policing
matters for future reference by the Council.
34/10 FLY-TIPPING – WATER COURSE - THE NANT
Following the Council’s enquiry a response had been received from
Fly-Tipping Action Wales, Environment Agency Wales, advising that an
inspection of the site had been carried out and it would appear that
the land had been subject to recent activity and possibly raised. The
Officer further advised that it would be helpful if any help could be
provided as to the land owner by members of the Council. In the meantime,
the Officer would be carrying out a land registry search.
Members were pleased to learn that some action was being undertaken
but were unable to provide any information as to the land owner.
RESOLVED:
That the Council would write to the Officer thanking him for his assistance.
35/10 BRYNFORD VILLAGE GREEN – ENVIRONMENTAL IMPROVEMENT
SCHEME
The Clerk reported that a planning applications for the erection of
the commemorative sculpture had been approved by the Planning Authority.
Members reported that the scheme had started on the green. Members further
reported that having given their further consideration to the specification
for the post and rail fence to the boundary of the green it was felt
that the specification should be changed to a more traditional fencing
system.
RESOLVED:
That the Clerk would present the amended specification to the Planning
Authority seeking their views as to planning consent requirements.
36/10 PROVISION OF AMENITY AREA, CALCOED, BRYNFORD
Members reported that the area had been temporarily fenced off, graded
and seeded.
37/10 NOTICE OF AUDIT FOR THE YEAR ENDING 31st MARCH, 2010
The Council had received Notice that the External Annual Audit for the
above year should be completed by 31st July, 2010 and sent to Hacker
Young, the Council’s appointed external auditor. In addition to
the above, the Council had been selected for an intermediate audit which
required completion and provision of additional information that had
been requested by the Auditor. The Clerk advised that given the amount
of further information being requested, he may not be able to provide
all of it and the evidence by 31st July, 2010 and sought Council approval
to extend this time to 30th September, 2010.
RESOLVED:
That the Council received the Notice of Audit and agreed to extend the
return date to 30th September if required.
38/10 PLANNING FOCUS MEETINGS – FLINTSHIRE COUNTY
COUNCIL
Further to the above meetings, the Head of Planning Services had written
to the Council advising that he was responding to some of the concerns
that had been raised regarding the Planning Enforcement Department of
Planning Services. By means of improving communication between parties
he was proposing to allocate members of the team to Act as Link Officers
for particular Community Councils who would be the first point of contact
for all complaints or enquiries.
Furthermore it was hoped that Officers would attend a future meeting
of the Council to introduce themselves and provide any further information
that may be required.
RESOLVED:
That the Council approved the proposal.
39/10 RURAL AFFORDABLE HOUSING NEEDS SURVEY
Ms. Beth Ditson, Rural Housing Enabler had written to the Council enquiring
whether the Council would be interested in finding out if there was
a need for affordable housing for local people within the community.
Members discussed this matter at some length and felt it would be advisable
to invite Ms. Ditson to a future meeting of the Council.
RESOLVED:
That the Clerk would invite Ms. Ditson to a future meeting of the Council.
40/10 CORRESPONDENCE RECEIVED:
A) Civic Sunday Chairman of Flintshire County Council.
B) One Voice Wales Wrexham/Flintshire Area Meeting. Councillor D.
Dennis would attend.
C) Flintshire County Council Forum Meeting, 8th July, 2010. Councillor
K. Brown would attend.
D) Flintshire County Council Charter. To be put on agenda for member's
observations at the July meeting of the Council.
E) Ombudsman – Complaints Wales Consultation. Proposals for
commons complaints system for public service provider in Wales. To be
put on agenda for member’s observations
at the July meeting of the Council.
41/10 REPRESENTATIVE'S REPORTS
Councillor N. Eaton reported on the meeting of Brynford Village Facilities
Committee.
42/10 ITEMS RAISED BY MEMBERS
A) Councillor T. Stephenson reported that Scottish
Power had been felling trees and cutting hedges that were close to overhead
power lines and in many cases leaving
the trees and hedges in a very untidy and mutilated condition.
RESOLVED:
That the Clerk would write to Scottish Power on this matter.
B) Councillor A. Davies advised that the Police Authority
were operating a telephone charging system for general public enquiries
and requested that further information
should be sought on this policy from the Police Authority.
RESOLVED:
That the Clerk would write to the Police Authority on this matter.
C) Councillor A. Davies reported that the roadside
verges near the footbridge over the A55 were being blighted by dog fowling.
Councillor M. Wright advised that he would
raise this matter with the Local Authority.
