HALKYN MOUNTAIN REGENERATION COMMON PROJECT
The Chairman welcomed to the meeting Lisa Orhan, Cadwyn
Clwyd Officer and Rachel Watson the Halkyn Common Ranger.
Rachel updated members of her roll, undertakings to date and future work
programme, discussion took place regarding a number of issues and concerns
including the use of vehicles on the common and a recent infringement
of an excavator being used to clear an entrance across the common to Voel
View Cottage, Brynford to undertake development works at the property.
The Council agreed to write to Inspector Maxwell requesting that they
undertook a focused and supported operation one weekend to highlight the
problem of vehicles using the common for recreation purpose.
The Council also agreed that the work which has caused damage to the
common at Voel View should be reported to – Grosvenor Estates –
Countryside Council for Wales and The Planning Authority.
The Chairman thanked Lisa and Rachel for their attendance and wished
them every success with their future programme of work.
117/07 MINUTES
RESOLVED:
That the minutes of the meeting held 13th February, 2007 were approved
as a correct record.
118/07 HIGHWAY MAINTENANCE
The Clerk reported that the Highways Authority had advised that in the
past 3 years there had been 6 recorded collisions involving injury on
the B5121 between its junction with the A5026 and A55 flyover.
One of these collisions resulted in serious injury and the other 5 in
slight injuries.
Members again stressed their concerns and that improvements were needed
before some person was killed.
RESOLVED:
That the Clerk would write requesting that improved sinage and road markings
which had been approved be undertaken as soon as possible. That a safety
survey be carried out to the trees with a view of undertaking pruning
to improve daylight visibility.
119/07 POLICE BUDGET 2007/08
Further to the Council’s enquiry regarding the above,
a further letter had been received from Mr. D. Hanson MP who advised that
he had researched this
complicated and important issue. The information received from the Home
Office clearly set out the huge levels of investment in North Wales Police
over the last ten years. Mr. Hanson further advised that he had received
information from North Wales Police themselves and had highlighted a number
of key points in his letter.
The Council had also received a response from The Director of Finance
and Resources N.W.P. pointing out the imbalance the formula used being
weighted to support the major urban areas resulting in South Wales receiving
24% more grant for each member of population than North Wales.
Copies of the correspondence had been circulated to all members by the
Clerk.
Members reported that they found the replies to be very contradictory
and that copies of the information be forwarded to Mr. Hanson MP and North
Wales Police for their further consideration.
120/07 PROPOSED RECREATION GROUND, CALCOED
Councillor M. Wright reported that he and the Clerk had attended
a site meeting with Mr. W. Leck of Grosvenor Estates regarding the possibility
of developing the proposed scheme.
Mr. Leck confirmed that the Estate would consider how best to progress
this matter as Land Lord and would advise the Council in due course.
121/07 EISTEDDFOD 2007 APPEAL COMMITTEE AUCTION OF PROMISES
Councillor P. Wahl and T. Stephenson updated members on the
progress being made for the above event to be held 23rd March, 2007.
Gifts and promises were being finalised and collated into a catalogue.
The Clerk reported that Mr. B. Fiddaman, Secretary to Holywell Golf Club
had confirmed a number of gifts that were being provided by the club for
the auction. Councillor T. Stephenson urges members to seek further support
from the community to attend the event.
122/07 HALKYN MOUNTAIN COMMON JOINT CONSULTATIVE BOARD
Councillor M. Flynn reported that the cattle grid scheme
was hoping to commence in April or May of this year and the first location
would be Pantasaph. The scheme would be used as a test model for design
and costings and if successful would be rolled out to other locations.
123/07 NARROW LANE, CALCOED
Councillor M. Wright reported that he had requested an investigation to
be undertaken by the Local Authority as to the background of the unadoption
of
the roads at the above development.
Mr. B. Davies, County Legal Officer, Flintshire County Council had provided
Councillor Wright with a full detailed report of his findings.
RESOLVED:
That copies of the report be provided by the Clerk to all members for
discussion at the April meeting of the Council.
124/07 REPRESENTATIVE REPORT
Councillor W. Beaumont reported on the meeting of the over 50s forum he
had attended.
125/07 PLANNING APPLICATIONS
A) DGJ/042286 Outline-Residential development of single plot infill
and the installation of new septic tank.Glan-Yr-Afon Inn, Milwr.
RESOLVED:
That the Council objects to this application as it is outside any permitted
development boundary.
B) Town and County Planning Act 1990 Section 78 Appeal Land adjacent
to Ty Capel, Pen-Y-Pylle, Brynford Ref: 041309 Appeal Ref: APP/A6835/A/07/120091
Start date 19th February, 2007. Proposed Outline – Erection of one
dwelling.
The Clerk reported that the Council had received the above Notice of Appeal
and a letter from Mr. G. Williams, Pen-Y-Pylle Hall Cottage, requesting
the
Council to advise the Inspector of its concerns regarding the application.
The Clerk further advised that he had informed Mr. Williams that as
the observations made to the Planning Authority would be forwarded to
the Inspector by the Authority, the Council would not be making any further
observations.
C) BMK/042877 Siting of an all weather turnout/riding arena with
sand surface. Derwen Fawr, Milwr.
RESOLVED:
That the Council objects to this application as it may cause disturbance
and nuisance to adjacent residents and congestion to highway users by
vehicles
accessing the facility.
126/07 APPLICATIONS FOR FINANCIAL ASSISTANCE
