103/08 DECLARATION OF INTEREST
No Declarations of Interest were made.

104/08 MINUTES
RESOLVED:
That the minutes of the meeting held 12th February, 2008 were approved as a correct record and duly signed by the Chairman.

105/08 COMMUNITY POLICING
The Chairman welcomed to the meeting PC D.Scholfield, Community Beat Manager (CBM) for the Community of Brynford.

A number of issues relating to community policing were discussed, in particular:-

Youths walking down Milwr Road late night/early hours of Friday and Saturday in an anti-social manner and causing problems to highway users.

Speeding traffic and methods being used by PC Scholfield to help solve this problem.

The Chairman thanked PC Scholfield for his attendance.

106/08 PROPOSED DRAFT HALKYN MOUNTAIN COMMON STRATEGY
The Chairman welcomed to the meeting Ms Lorna Jenner of Parkin Heritage and Tourism who had been appointed by Cadwyn Clwyd, Rural Development
Agency, to look at the long term management and future of Halkyn Common for the benefit of people and wildlife. The study had been founded through a
European initiative called The Green Mines Project which seeks to investigate how despoiled mining and quarrying landscapes in different European countries can be sensitively managed for the benefit of their local Communities.

Members discussed a number of issues and suggestions that could be given further consideration such as:-
Education
Grazing
Disused Quarries
Heritage and Tourism
Common and Countryside Management
Restoration of Lime Kilns
Provision of Community/Heritage Centre
Improvements to the Village Green
Provision of amenity area, Calcoed
Preparation and consultation on the draft strategy

The Chairman thanked Ms Jenner for her attendance.

107/08 HIGHWAY MAINTENANCE
Members reported the following highway maintenance issues:-

Pothole Repairs : Slip road Brynford Hill - Old Chester Road. Glan-Yr-Afon Inn Road to Junction with A5026

Litter Collection : Slip road Brynford Hill - Old Chester Road. Calcoed Lane, Brynford

108/08 PROPOSED AMENITY AREA, CALCOED
The Clerk reported that the planning application for the above scheme had been completed and would be submitted upon the Council approving the
payment of planning fees being £158.

The Clerk further advised that a site meeting with the Countryside Council for Wales Officer would be helpful in clarifying what the scheme entailed.
RESOLVED:
That the Council approved the fees of £158.00 and that a site meeting be arranged.

109/08 ERECTION OF SIGNS AT PANT ISA FARM, BABELL
Following the Council’s enquiry a letter had been received from the Planning Officer, Flintshire County Council advising that an assessment and investigation would be undertaken in due course.

RESOLVED:
That the above information be received.

111/08 REPRESENTATIVE’S REPORTS
Councillor N. Eaton reported that he had attended the community meeting held by Cadwyn Clwyd at Brynford Golf Club and had represented the
Council at the Flintshire County Council Chairman’s Charity Function.

112/08 PLANNING APPLICATIONS
A) BMK/044607 Placing of overhead lines - line re-building Gelli Fowler Farm, Lixwm Road, Brynford.

B) BMK/044590 Erection of a two storey extension Glasdir, Northop Road, Milwr.
RESOLVED:
That the Council has no objections to the above two applications.

113/08 DERELICT PROPERTY - DRYLL COTTAGE, MILWR ROAD
Councillor P. Wahl reported that the ground floor openings had been boarded up on the above cottage. However further fly tipping had been taking place and was in need of being removed.
RESOLVED:
That the Clerk would report this matter.

114/08 DAMAGED DOG BIN - BRYNFORD COMMON
Councillor D. Dennis reported that the dog bin adjacent to the Crooked Horn Inn, Brynford had been badly damaged.

Councillor M. Wright advised that this matter had been reported and that a replacement was to be provided.

Councillor N. Eaton reported that he had received a request for a dog bin to be provided outside Brynford C.P. School.
RESOLVED:
That the Clerk would request the provision of a dog bin.
