133/09 DECLARATION OF INTEREST
Councillor D. Dennis Declared an Interest in Agenda Item No 7. Planning

134/09 MINUTES
RESOLVED:
That the minutes of the meeting held 10th February, 2009 were approved
as a correct record.
135/09 HIGHWAY MAINTENANCE
Letters had been received from the Head of Neighbourhood Area Services,
Flintshire County Council confirming that the issues that had been reported
by the Council in November, 2008 and January, 2009 had either been attended
to or had been placed on the future maintenance schedule.
Members reported that Calcoed Lane was in urgent need of pot hole repairs.
136/09 COMMUNITY POLICING
Councillor A. Davies and Councillor K. Brown reported on the meeting they
had attended with the Clerk, Inspector K. Steel and Sergeant J. Williams
at
Flint Police Station. A number of issues were discussed including:-
The future Policing requirement and resource for effective policing
of the community.
The sharing and exchange of information and effective communication.
Resolving the ongoing problem of motor cycles riding on the common.
Members reported that the meeting was very positive and believed that
a protocol could be developed for effective communication and reporting
of incidents.
An action day had been planned for Sunday 15th March, 2009 with the police
and volunteers to patrol the common to deter motor cycles from being ridden
over the common. The Chairman thanked members for their attendance at
the meeting.
137/09 BRYNFORD FOOTBALL CLUB (B.F.C.) PROPOSED DEVELOPMENT
OF THE RECREATION GROUND AND PROVISION OF FORMAL LEASE AGREEMENT
Further to minute No. 123/09 the Council had received from the Secretary
of BFC, correspondence setting out the club’s requirements and aspirations
for its future ground development. The club was also requesting that the
Council grant a Lease Agreement for a minimum of 25 years in order that
the club could apply for funding grants to develop the ground. Members
reported that they had given this matter a great deal of consideration.
The recreation ground had been gifted to the Council in 1934 by Westminster
Estates as a public community recreation ground.
The proposals being made by BFC would result in the land being used
for the sole purpose of BFC that would restrict public access. Furthermore
the proposed development works would require Section 194 approval and
planning consent as the land is common land.
Members advised that they had empathy with the club's proposals. However
the recreation ground was of great value to the whole community and could
not
be allowed to benefit just one sector that use it.
Based upon the information that had been received from the Club Secretary,
members felt the club's needs and requirements to develop had outgrown
the
recreation facilities that were currently available and that should the
club wish to continue to expand, consideration should be given to obtaining
an alternative recreation ground.
RESOLVED:
1. That the Council would not agree to entering into a formal Lease Agreement.
2. That the Council would not agree to the provision of additional changing
facilities or provision of advertising boardings to be erected on the
ground.
138/09 SALE OF MOTOR VEHICLES FROM NO. 9 RHYDYMYNYDD, BRYNFORD
The Acting Head of Planning Services had written to the Council advising
that a site visit had been undertaken and the vehicles had been removed
from the
land. Therefore the breach of planning control had been resolved.
139/09 BRYNFORD UNITED JUNIORS (B.U.J.) FOOTBALL TEAM
The Secretary of BUJ had written to the Council advising that the Club's
Committee and Brynford United Senior Football Club Committee were in
disagreement in regard to usage of the changing rooms and football ground.
The Secretary further advised that they had written to Flintshire County
Council seeking permission to use the recreation ground at the former
Talfryn School for a training ground but to date, no response had been
received.
Members reported that they had witnessed the youth team members getting
changed in vehicles which was not acceptable.
RESOLVED:
1. That the Clerk would write to Flintshire County Council supporting
the club's request to have access to the former Ysgol Talfryn site for
training use.
2. That the Clerk would write to the Secretary of Brynford United seeking
further clarification and co-operation to resolve the issues being raised
by Brynford United Juniors.
140/09 HALKYN COMMUNITY COUNCIL - COMMUNITY WARDEN
Mr. P. Parry, Clerk to Halkyn Community Council had written to the Council
seeking members views to the possibility of making an annual contribution
of £1,000 towards providing a community warden to patrol the common
on weekends in an effort to combat the problem of motor bikes being ridden
over the common.
Members felt that this matter would be best dealt with by North Wales
Police.
RESOLVED:
That the Council would not support the application.
141/09 FLLINTSHIRE RURAL PARTNERSHIP
The Chairman of Flintshire Rural Partnership had written to the Council
advising that an event had been organised for Thursday 12th March, 2009
for 3.00 pm at The Welsh College of Horticulture. The event will provide
an opportunity to speak to organisations responsible for managing the
various activities and to see how the Rural Development Plan can assist
with new project ideas.
RESOLVED:
That Councillor D. Dennis and Councillor M. Wright would attend the event.
142/09 INFORMATION RECEIVED

C) Halkyn Common Mountain Ranger - Report and Future Works Programme.
RESOLVED:
That the above information be received.
143/09 REPRESENTATIVE’S REPORTS
Councillor M. Flynn gave a report on the Halkyn Mountain Common Joint
Consultative Board meeting that he had attended.
The Chairman thanked him for his report and attendance.
144/09 PLANNING APPLICATIONS

RESOLVED:
That the Council has no objections to application A, B and C above.
