COMMUNITY POLICING - OPEN MEETING
Before the commencement of the meeting the Chairman welcomed members of the general public and Officer Sue Carrington, the Community Beat Manager (CBM) North Wales Police.

The open meeting had been arranged to give the community a chance to meet with the CBM and to exchange views on how the community was being policed.

At the end of the meeting the Chairman thanked the general public and Officer Carrington for their attendance and participation.

No Declaration of Interest were declared.

117/10 MINUTES
RESOLVED:
That the minutes of the meeting held on the 9th February, 2010 were approved as a correct record.

118/10 HIGHWAY MAINTENANCE
The following issues were reported:

*Brynford Village - Condition of highway footpaths in need of cleaning.

*Milwr Road from Maes Bychan to Pentre Halkyn, road surface and pothole repairs required.

*Pentre Halkyn road near Henblas - pothole repairs required.

*Milwr road near White Gates - potholes repairs required.

*Dolphin Junction lay-by - in need of de-littering and pothole repairs.

*Brynford Hill slip road to Old Chester Road needs de-littering and cleaning.

*Narrow Lane, Calcoed - Street cleaning required.

*Brynsannan Road, Brynford - Slip road from Crooked Horn Inn to A55 foot bridge - road cleaning and de-littering required.
RESOLVED:
That the above matters be reported to the Highway Authority.

119/10 PROVISION OF AMENITY AREA NEAR NARROW LANE, CALCOED, BRYNFORD
Mrs. R. Watson the Halkyn Mountain Common Ranger had written to the Council advising of the estimated costs to undertake the next phase of works to the area to provide final grading, seeding, erection of a post and rail fence to the Brynford road side of the site for the sum of £1,000.00.
RESOLVED:
That the Council approved the above works and estimation of cost. That the Clerk would instruct Mrs.Watson to progress the works.

120/10 DISTRIBUTION OF HALKYN MOUNTAIN NEWS LETTER
Members reported that at the present time they had not been able to identify any persons to help distribute the letters to the Hafod-Y-Bryn area of the community. Members suggested that the letters could be left at Brynford Village Stores for collection by the community as a trial.
RESOLVED:
That the Clerk would arrange this with J. Davies, Brynford Stores.

121/10 BRYNFORD VILLAGE COMMUNITY FACILITIES
Councillor M. Wright reported that an application had been made to Cadwyn Clwyd for funding a feasibility study of providing a community building at Brynford CP School. The application was for £15,000 however £2,000 of this would need to be found from a third party which could be the committee or the Council.

122/10 CORRESPONDENCE RECEIVED
A) Review of The Electoral Arrangements for the County of Flintshire - Draft Proposals of the Local Government Boundary Commission for Wales.

B) Flintshire County Forum - Notice of meeting to be held 17th March, 2010 and copy of minutes from the last meeting. Councillor K. Brown and the Clerk would be attending.

C) One Voice Wales - Wrexham/Flint Area Committee - Notice of meeting to be held 15th March, 2010.
RESOLVED:
That the above information be received.

123/10 REPRESENTATIVE’S REPORTS
Councillor P. Wahl and D. Jones reported on the meeting of the Street Scene and Waste Strategy Seminar held by Flintshire County Council.

124/10 PLANNING APPLICATIONS
A) KCS/047156 Erection of post and rail fence to boundary of Brynford Village Green.

B) CZR/047146 Erection of commemorative sculpture. Brynford Community Green, Brynford Crossroads.

C) TGE/047172 Erection of 11Kv overhead line. Holywell-Brynford.
RESOLVED:
That the Council has no objection to the above 3 applications.
