15/10 APPOINTMENT OF CHAIRMAN
Councillor T. Stephenson gave thanks to all the members for making his last two years in office as Chairman such an enjoyable experience and he paid tribute to the time and energy that all members gave in dealing with Council business, community issues and initiatives.

Councillor M. Flynn was nominated by Councillor P. Wahl and seconded by Councillor W. Beaumont.
RESOLVED:
That Councillor M. Flynn was unanimously appointed as Chairman for the ensuing year.

16/10 DECLARATION OF INTEREST
None were declared.

17/10 MINUTES
RESOLVED:
That the minutes of the meeting held 13th April, 2010 were approved as a correct record.

18/10 APPOINTMENT OF VICE – CHAIRMAN
Proposed by Councillor P. Wahl and seconded by Councillor T. Stephenson, Councillor K. Brown was unanimously appointed as Vice – Chairman.

19/10 APPOINTMENT OF REPRESENTATIVES ONTO OUTSIDE BODIES
Members considered the current list of representatives and made the following amendments:-

Charities – Brynford Village Green – That Councillor D. Jones will replace Mr. G. Hughes.

Aberdo Quarry Liaison Committee – That Mr. G. Hughes’ name be removed from the list.

Flintshire Over 50s Forum – That Councillor W. Beaumont would no longer represent the Council on the Forum.
RESOLVED:
That the Clerk would amend the Representative List and circulate copies to all members.

20/10 HIGHWAY MAINTENANCE
The following matters were reported:-

* Removal of rubbish - The layby near Dolphin Junction.
*Pothole repairs - Slip road to Milwr Road - Old Chester Road by filling station.
* Dewi Avenue - leading to public car park Holywell.
RESOLVED:
That the above matters be reported to the Highway Authority.

21/10 COMMUNITY POLICING
The Clerk reported that he had written to the Police Inspector requesting an update on policing issues for tonight’s Council meeting but to date no response had been received.

Councillor A. Davies reported that the use of motor cycles on the common had returned and required further policing actions.
RESOLVED:
That the above matters be reported to the Community Beat Manager.

22/10 FLY TIPPING WATER COURSE – THE NANT
Further to Minute No.12/10, the Clerk reported that he had been advised by an Officer from The Environmental Agency that according to their records currently, they had no outstanding fly tipping issues for this water course. However if a site location plan could be provided of the problem area further investigations would be undertaken.
RESOLVED:
That the Clerk would liaise with Councillor Wahl to identify the location and forward a site plan onto The Environmental Agency.

23/10 PROPOSED ENVIRONMENTAL IMPROVEMENT SCHEME TO THE VILLAGE GREEN, BRYNFORD
The Clerk reported that following the Council’s instruction he had spoken to Officers of Welsh Water regarding the planning condition set by the Planning Authority to avoid development that might impact on the sewer main that runs through the village green. The Welsh Water Officer had confirmed that the proposed erection of a post and rail system would not require their formal approval.

Members then considered how best to agree a specification and design for the post and rail system given the need to ensure access for sheep grazing is maintained.
RESOLVED:
That members of the Village Green Committee Councillors W. Beaumont, M. Flynn, D. Jones and T. Stephenson will undertake the preparation of a specification for the Council’s further consideration.

24/10 REPRESENTATIVE’S REPORTS
Councillor N. Eaton reported on the Annual General Meeting of the Brynford Village Facilities Committee.

25/10 PLANNING APPLICATIONS
A) TGE/047387 Erection of extension to existing dwelling. Bro Dawel, Naid-Y-March, Holywell, CH8 8LG
RESOLVED:
That the Council has no objections but note that there is no defined access to the property.

B) Town and Country Planning Act 1990 (as amended) Section 78 Appeal Snowdon View, Pen-Y-Ball, Holywell.
Ref 046944 Starting date 19th April, 2010-05-14
Outline – Erection of a dwelling.

26/10 AUDIT OF ACCOUNTS FOR THE YEAR ENDING 31st MARCH, 2010
The Clerk had prepared a year end report for the financial year ending 31st March 2010 showing receipts and income together with Bank Reconciliations.

The Clerk further advised that the report would be submitted together with the Council’s financial records to the Council’s Internal appointed Auditor, J.D.H. Business Services Ltd, as part of the audit procedures.
RESOLVED:
That the Council approved the report.

27/10 ITEMS RAISED BY MEMBERS
A) Provision of Bus Services – Dolphin Area.
Councillor T. Stephenson reported that a number of residents who used the existing bus services had to walk a considerable distance to access the service on Milwr Road.
RESOLVED:
That the Clerk would write to the Director of Transportation, Flintshire County Council requesting consideration be given to extend the existing service to the Dolphin Junction.

B) Aberdo Quarry, Brynford.
Councillor A. Davies reported that the bunding to the boundary of the quarry development had increased in height causing concern to local residents; furthermore thistles were growing over the bunds which would lead to further weed infestation onto neighbouring land if they were not cut before going to seed.
RESOLVED:
That the Clerk would write to the Minerals Officer, Flintshire County Council advising of the Council’s concerns requesting that the items be placed on the agenda for a quarry liaison meeting and that a quarry liaison meeting be called as soon as possible.

C) Spreading / Stock piling of Farm Yard Manure on Brynford Common.
Councillor A. Davies reported that a local farmer had been spreading and stock piling farm yard manure on the common causing concern to local residents.
RESOLVED:
That this matter be reported to Westminster Estates Office.

D) Parking of caravan and vehicles on Brynford Common was reported by Councillor K. Brown.
RESOLVED:
That this matter be reported to Westminster Estates Office.

28/10 ACCOUNTS FOR PAYMENT
