80/08 DECLARATION OF INTEREST
No Declaration of Interest were made.
81/08 MINUTES
RESOLVED:
That the minutes of the meeting held 14th October, 2008 were approved
as a correct record.
82/08 HIGHWAY MAINTENANCE
The Head of Neighbourhood Area Services, Flintshire County Council had
written to the Council advising that there had been a response to the
issues reported in the September meeting of the Council. Members reported
the following matters for attention:
* Road cleaning and verge de-littering Brynford Hill.
*That a dead tree was in need of inspection/action - located adjacent
to Toll Gate Cottage, Brynford Hill.
RESOLVED:
That the above matter be reported to the Highway Authority.
83/08 BRYNFORD FOOTBALL CLUB - PROPOSED DEVELOPMENT OF GROUNDS
FACILITIES
Mr. P. Jones, Chairman of Brynford Football Club had written to the Council
setting out the club's aspirations for the future development of the existing
facilities that would provide new changing room/community building, an
all weather sports pitch and additional junior football pitch. In order
that funding grant applications could be made there was a need to identify
and establish what lease arrangement were in place between the Council
and the club. Members considered the proposed development to be very ambitious
and felt that consideration has not been given to restraints that the
proposal may have due to the area being common land. The Clerk reported
that he had checked the Council records and that he had not been able
to identify the details of the Lease or Agreement that may be in place
between the Council and the Football Club other than the fact that the
Club has paid the Council a £6.00 annual ground rent. The Clerk
further advised that he had written to Grosvenor Estates Department requesting
a copy of any information they may have when the land was gifted to the
Community and conditions that may have been attached. Members suggested
that upon receipt of the information from Grosvenor Estate Department,
a meeting be arranged with Mr. Jones to discuss the proposals in more
detail.
RESOLVED:
That the Clerk will invite Mr. P. Jones to a future meeting of the Council.
84/08 COMMUNITY POLICING
The Chairman welcomed to the meeting PC 1679 Gillian Lehrle, Community
Beat Manager (CBM) who advised that she would be the CBM for the Brynford
Community due to the secondment of PC D. Scholfield to other duties for
a period of 3 months. PC Lehrle outlined her policing priorities and updated
members on current policing initiatives. Members entered into a long discussion
regarding the future needs for effective policing of rural communities
and the proposed changes to existing policing methods. The Chairman thanked
PC Lehrle for her attendance.
85/08 PROPOSED PROVISION OF AMENITY AREA - CALCOED
The Clerk reported that Mr. T. Woodall, Countryside Services, Flintshire
County Council had advised the Council that, following further discussion
with officers from Countryside Council of Wales (CCW), because of the
proposed scheme was not considered to be “conservation” the
works would
not be covered by their operating Licence and an additional Licence application
would need to be submitted to the Welsh Assembly Government and that this
procedure would take at least 6 months to obtain an outcome. Councillor
M. Wright advised that upon receipt of the information he had again spoken
to Mr. Woodall and Mr. M. Ellis (CCW) who had agreed to jointly submit
the application for Licence.
RESOLVED:
That the Clerk would write to Mr. Woodall confirming this action.
86/08 FOOTBALL BEING PLAYED - HAFOD-Y-BRYN, BRYNFORD
Members reported that complaints had again been received of children playing
football on grass verges adjacent to residents' dwellings on the above
estate.
RESOLVED:
That the Clerk would write to the Housing Officer on this matter.
87/08 SALE OF CARS FROM NO. 9, RHYDYMYNYDD, BRYNFORD
Members reported that on a number of occasions up to 3 cars have been
seen for sale at the above property and it appeared that the premises
were being used for the purpose of car sales.
RESOLVED:
That this matter be reported to the Enforcement Office, Planning and Development,
Flintshire County Council.
88/08 EXTERNAL AUDIT OF ACCOUNTS YEAR ENDING 31st MARCH, 2008
The Clerk reported that the Council had received the Annual Return of
audit of accounts for the above year from Hacker Young the Council’s
external appointed auditor. The Auditor had advised that the Council had
received a clean report.
RESOLVED:
That the above report be received.
89/08 LETTER RECEIVED FROM MR. D.L. JONES - FORMAL COMPLAINT
Mr. D.L. Jones had written to the Council advising that he had made a
formal complaint to Mr. B. Davies the Authority's Monitoring Officer regarding
the
actions of a Council member. The Clerk advised that he replied to Mr.
D.L. Jones’ letter confirming that the Actions he had taken were
the correct course for making a formal complaint and confirming that the
Council had not been made aware of this issue previously.
90/08 CHANGE TO PRESENT WARDEN'S WORKING HOURS HAFOD-Y-BRYN,
BRYNFORD
Members reported that notice had been received from the Senior Sheltered
Housing Officer, Flintshire County Council that working hours changes
had been introduced as from the 1st November 2008. Members further reported
that residents wished to retain the local community warden service and
were
not in favour of a peripatetic service or a full care link monitoring
services which was not as effective as a resident warden who provided
an interpersonal
services for the local community.
RESOLVED:
That the Clerk would write to the Housing Officer, Flintshire County Council
on this matter.
91/08 REPRESENTATIVE’S REPORTS
Councillor K. Brown and Councillor P. Wahl reported on the community police
meeting they had attended at Flint Town Hall with Inspector K. Steel.
Members advised that they had found the information provided to be most
informative and helpful on how police resources are deployed and managed.
Members further advised that they would wish to support further meetings
in the future.
RESOLVED:
That the Clerk would write to Inspector Steel advising that the Council
would support further meetings of the group.
92/08 PLANNING APPLICATIONS
JZB/045594 Erection of a single storey extension to the
side Flaxfield, Narrow Lane, Calcoed, Brynford.
BMK/045646 Proposed part change of use of farm yard
and associated buildings to accommodate storage in connection with slurry
sealing business. Ty Coch Farm, Calcoed Lane, Brynford.
RESOLVED:
That the Council has no objections to the above two applications.
