79/09 DECLARATION OF INTEREST
No Declaration of Interest was made.

80/09 MINUTES
RESOLVED:
That the minutes of the meeting held 13th October, 2009 were approved as a correct record.

81/09 HIGHWAY MAINTENANCE
Members reported the following issues:- Groesffordd Crossroads to Pant Isa Farm Babell Road - Grid needs re-setting in highway.

Fly posting on highway signs and verge - Brynford Crossroads.
RESOLVED:
That the Clerk would report the above matters to the Highway Authority.

82/09 COMMUNITY POLICING
The Chairman welcomed to the meeting Sue Carrington - Community Beat Manager (CBM) who had recently been appointed to manage the Mid Delyn Area.

The CBM advised members of the proposed new structures and operating systems that will be used to police the Mid Delyn communities. A community forum had been arranged to be held at Brynford CP School for Thursday 26th November, 2009 at 4.00 pm. Members suggested that consideration could be given to hold a future forum to coincide with the Council meeting to be held 9th March, 2010.

83/09 BWTHYN-Y-WENNOL, MILWR - CHANGE OF USE FROM GARAGE TO HOLIDAY ACCOMMODATION
Councillor M. Wright reported that following a further meeting with the Principle Planning Officer, Flintshire County Council he had been advised that no further action could be taken as the application met with Planning Policy copies of which had been provided to the Community Council.
RESOLVED:
That the information be received.

84/09 PROPOSED PROVISION OF AMENITY AREA, CALCOED
Rachael Watson the Halkyn Common Ranger had written to the Council advising that the estimation of cost to provide skips and JCB to undertake the grading work was £1,060. She further advised that she was hoping to commence the first phase of work in mid November.
RESOLVED:
That the Council approved the expenditure of £1,060. for the scheme.

85/09 PROPOSED ENVIRONMENTAL IMPROVEMENTS TO THE VILLAGE GREEN, BRYNFORD
The Clerk presented to the Council a number of draft designs for a post and rail system to be erected around the green to prevent vehicles from traveling over it. Following consideration deliberation, members agreed on a draft design for which the Clerk would obtain a cost estimation.

The Clerk further advised that he had met with members of Plas Derw Trust/ Flintshire Forrest Schools/ and Cadwyn Clwyd who had been engaged with local schools and communities on a project to design a commemorative sculpture to reflect the culture and heritage of the common and its surrounding communities.

The project will be celebrated by the erection of a commemorative sculpture erected on the common and, with this in mind, a draft design proposing to site the sculpture on the village green Brynford had been submitted to the Council for its observations. Members considered the proposal and agreed that it would enhance the appearance of the green and provide a focal point of interest.
RESOLVED:
That the Council supported the draft proposal subject to planning permission being sought by the group and approved by the Planning Authority.

86/09 HALKYN COMMON RANGER SERVICES - SUPPORT FUNDING
Mr. T. Woodall, Acting Head of Flintshire Countryside Services had written to the Council requesting consideration to continue the partnership funding of £1,000 per year for a further 2 years of the Halkyn Common Ranger Services.

Given that the council was already financially supporting other improvement schemes in the community, they felt that resources could be better utilised at this time.
RESOLVED:
That this matter be deferred until the Council considers its financial budgets in January 2010.

87/09 NPOWER ELECTRICITY ENERGY CHARGES - OVERDUE ACCOUNT
The Clerk reported that the Council had received a response from the debt collection services dealing with this account requesting copy invoices for the year 2006 that had been received from Scottish Power, the Council’s energy supplier. The Clerk confirmed that the copy invoices had been provided.

88/09 FLINTSHIRE UNITARY DEVELOPMENT PLAN (UDP) PROPOSED MODIFICATIONS ID NO. 0287 REPRESENTATION NO.19165
The Head of Planning Services, Flintshire County Council had written to the Council confirming receipt of the Council’s objections to the proposed removal from the UDP of the residential development land at the former Ysgol Talfryn Site, Brynford.

89/09 REPRESENTATIVE’S REPORTS
Councillor N. Eaton and Councillor M. Wright reported on the meeting of Aberdo and Bryn Mawr Quarry Liaison Group meeting and Brynford Village facilities committee meeting.

Councillor T. Stephenson reported that he had represented the Council at the Remembrance Day Service held at St. Michael’s Church, Brynford.

90/09 ACCOUNTS FOR PAYMENT
RESOLVED:
That the following accounts were approved for payment:-

961 Scottish Power PLC Energy charges £143.72
962 A. Roberts Clerk's salary £386.00
963 Royal British Legion Poppy Appeal £50.00
