46/07 MINUTES
RESOLVED:
That the minutes of the meeting held 11th September, 2007 were approved
as a correct record.
47/07 HIGHWAY MAINTENANCE
The following were reported by members:-
A) Layby near Dolphin Junction - fence and gate had been
broken and needed reinstating.
B) White Gables, Calcoed - subsidence in highway.
C) Slip road, Brynford Hill - pot-hole repairs.
D) Calcoed Road - amenity light was being covered by
tree overgrowth that requires pruning.
RESOLVED:
That the Clerk would report items A & B to the Highway Authority.
That the Clerk would write to the tree owner seeking permission to prune
back the overgrowth from the light.
48/07 NARROW LANE, CALCOED - CONDITION OF ROADWAY
Councillor M. Wright reported on the estimation costs and specification
he had received to undertake a number of works to the estate roads. The
Chairman advised that the proposed costs were far above the current resources
of the Council and further discussion would be needed to ascertain the
views of residents in Narrow Lane to see if they would be willing to make
any financial contribution to a scheme.
RESOLVED:
That Councillor Wright would write to the local residents on this matter
and report back to a future meeting of the Council.
49/07 PROPOSED PROVISION OF RECREATION AREA - CALCOED
The Clerk reported that a letter had been received from the Secretary
of Halkyn Graziers and Commoners Association enquiring if the Council
would confirm that they would be seeking approval through Section 194
of the Law of Property Act for undertaking work on the common. The Chairman
advised that the proposed scheme was in its early stages of consultation
and gaining planning permission. However should the scheme come to fruition
and it was deemed necessary, a Section 194 Application would be sought.
RESOLVED:
That the Clerk would reply to the Graziers and Commoners Association.
50/07 REMOVAL OF FLY TIPPING, REAR OF HAFOD-Y-BRYN, BRYNFORD
Further to minute No. 39/07 the Clerk reported that a cheque of £400
had been received from Grosvenor Estate towards the costs of rubbish removal.
Councillor N. Eaton reported that at the present time no further rubbish
had been tipped on the site. Councillor W. Beaumont suggested that an
application be made to B.H.P for financial assistance.
RESOLVED:
That a letter of thanks be sent to Grosvenor Estate and an application
be made to B.H.P.
51/07 A SHARED COMMUNITY - CONSULTATION DOCUMENT
Members reported that whilst they supported the main principles of working
in partnership and community involvement at the end of day any direction
or service delivery will require adequate resources.
The Council’s perception and experience to date since the re-organisation
of Local Government into a Unitary Authority has been that of poorer service
delivery and the lack of ability to respond to changing need or direction
or even sustain previous standards of maintenance to community facilities.
RESOLVED:
That the Clerk would respond W.A.G. on this matter.
52/07 INFORMATION RECEIVED
A) North Wales Police Notice of Joint Council Meeting.
B) Aberdo and Bryn Mawr Quarry Liaison Meeting.
C) Public Footpath No. 33 confirmation of Diversion Order.
D) Summer Play Scheme Brynford C.P. School.
53/07 AUDIT OF ACCOUNTS 31st MARCH, 2007
The Clerk reported that Hacker Young Chartered Accountants had written
to the Council confirming that the year end audit of accounts had been
completed and the Council had achieved a clean report.
54/07 REPRESENTATIVE’S REPORTS
Councillor W. Beaumont reported on the meeting regarding the scheme for
Two Stones, Naid-Y-March.
55/07 ITEMS RAISED BY MEMBERS
Councillor M. Flynn reported that the litter bins by the telephone kiosk
and ball court area had been broken.
Councillor A. Davies reported of problems regarding fly tipping on the
common and he would liaise with the Mountain Ranger over their location.
56/07 PROVISION OF NEW NOTICE BOARD
The Clerk reported that he had placed an order for a new Public Notice
Board. Councillor T. Stephenson suggested that consideration should be
given to locating it central to the village in a high visible location.
RESOLVED:
That the Clerk would discuss with the manager of High 5’s Nursery
if the board could be sited on its boundary with the public footpath.
