34/07 MINUTES
RESOLVED:
That the minutes of the meeting held 10th July, 2007 were approved as
a correct record.
35/07 HIGHWAY MAINTENANCE
Further to the Council’s request to the Highway Authority to undertake
a condition survey on the trees overhanging the B5121 Brynford Hill with
a view of having the canopy reduced. A response had been received from
the Head of Neighbourhood Services advising that as the trees were in
private ownership, a condition survey and pruning was outside the Authority's
remit. The canopy height of the trees was currently within tolerances
allowed within the Highways Act and therefore no enforcement action can
be undertaken.
Councillor Beaumont reported that the slip road from Brynford Hill to
Old Chester Road was in need of hedge cutting and a stone wall boundary
to Lluesty Hospital had fallen into the Highway. Councillor Wahl reported
that the boundary verge along Milwr Road was in need of rebuilding following
a vehicle crashing into it.
The cul-de-sac leading from Milwr Road needed the boundary hedge cutting
and that a vacant property was being used to store large drums of an unknown
substance.
Councillor Wahl further reported that the tree canopy over the Pistyll
Road was causing large vehicles to drive in the centre of the road making
it a danger to road users.
36/07 NARROW LANE, CALCOED - CONDITION OF ROADWAY
The Clerk reported that Councillor M. Wright had sent a copy estimate
of costs to undertake improvement works to Narrow Lane.
The Chairman requested that this matter be deferred to the October meeting
when Councillor Wright may be present.
37/07 PROVISION OF DOG FOULING BINS
Councillor D. Dennis reported that two bins had been provided, one adjacent
to the Crooked Horn Inn and one on the village green.
38/07 SUMMER PLAY SCHEME - BRYNFORD CP SCHOOL
The Clerk reported that the play scheme had operated the full 5 week term
and although attendance had been low due to the poor weather conditions,
overall the scheme had operated without any reported incidents.
Councillor Flynn reported that he had attended the scheme with his grandson
and had found the play leaders to be very committed and helpful.
39/07 REMOVAL OF FLY TIPPING - REAR OF HAFOD-Y-BRYN, BRYNFORD
Councillor Wahl reported that the ranger Rachel Watson had undertaken
a cleaning up operation with the community to remove the rubbish that
had been accumulating over a number of years.
The Clerk reported that he had been informed that the costs had been
in the region of £900 and Rachel was seeking financial support for
the scheme.
RESOLVED:
That a request for financial assistance be made to Grosvenor Estates.
40/07 NEW POWERS UNDER THE CLEAN NEIGHBOURHOODS AND ENVIRONMENT
ACT 2005
A letter had been received from Mr. B. Davies, County Solicitor advising
of the powers the County and Community and Town Councils have under the
above act.
The purpose of his letter was to identify if the Council was going to
adopt some of the powers under the Act to avoid any duplication or confusion
that might arise.
RESOLVED:
That the Clerk would inform Mr. Davies that the Council would not be adopting
any of the powers of the above Act.
41/07 PROPOSED PROVISION OF TRANSPORT SERVICES JUNCTION 31,
A55, CAERWYS
The Council had received a copy of a briefing document from Outwrite Public
Relations Ltd, on behalf of the applicant Mr. D. Owen.
The document set out proposals and justification for the proposed scheme
which had been copied to all members of the Council.
Councillor Beaumont reported that this proposal had caused strong objections
and concerns from local communities.
Councillor Wahl suggested this type of development would be better placed
and used on existing industrial parks such as Deeside and not on a green
field site.
RESOLVED:
That the Council would not support the proposed application.
42/07 CORRESPONDENCE RECEIVED
A) North Wales Police Authority Annual Report.
B) Minutes of the Halkyn Mountain Common Joint Consultative Board Meeting.
C) A Shared Community - Consultation Document deferred until October
meeting of the Council.
RESOLVED:
That the above information be received.
43/07 REPRESENTATIVE’S REPORTS
Councillor W. Beaumont reported on the meeting of the Over 50s he had
attended.
44/07 PLANNING APPLICATIONS
A) BMK/043746
Replace existing roof with attic trusses to form rooms in the roof space
and to construct utility room. Bryn-Y-Cosyn Bungalow, Brynford.
RESOLVED:
The Clerk reported that the Planning Authority had refused this application.
B) BMK/043700
Retrospective application to construct a 40m x 20m menage for private
use. Voel View, Brynford.
RESOLVED:
That the Council had no objections to this application.
