66/11 DECLARATION OF INTEREST
No Declaration of Interest were declared in respect of the business of the Council.

67/11 MINUTES
RESOLVED:
That the minutes of the meeting held 12th July, 2011 were approved as a correct record.

68/11 AFFORDABLE HOUSING NEEDS ASSESSMENT
The Chairman welcomed to the meeting Ms. Catherine Kirkam, Flintshire and Wrexham Rural Housing Enabler Officer. Ms. Kirkam presented the draft housing needs survey which would be sent to every household in the Brynford Community. Following further consideration and some minor amendments it was agreed that the survey be sent. The findings of the survey would be reported back to the Council at a future meeting.

69/11 ENVIRONMENT AGENCY WALES – FLY TIPPING-THE NANT
Further to the Council’s enquiry to the Environment Agency Wales, Mr. Steve Parkinson an Officer of the Agency was in attendance to give a presentation of the work that the agency undertakes in dealing with fly tipping. Mr. Parkinson distributed information on how best to report incidents of fly tipping and the procedures deployed to deal with incidents.
The Chairman thanked Mr. Parkinson for his kind attendance.

70/11 BRYNFORD B5121 ROAD – TRAFFIC SPEED LIMIT REDUCTION SCHEME
Further to the Council’s enquiry with the Highway Authority, The Head of Assets and Transportation, Mr, N. Cockerton had written to the Council advising that speed limit proposals are currently being finalised by the Legal Department prior to undertaking the required statutory public consultation. It is anticipated that this will be done in the next 2 or 3 weeks.
The public consultation would be for one month and the implementation will be dependant on the resolution of any objections that may be received.

71/11 HIGHWAY MAINTENANCE
Members reported the following issues:-
* Pentre Halkyn Road – Stones in need of removal on edge of highway.
*Calcoed Lane, Brynford – Pothole repairs required – entrance to Narrow Lane.
*Brynford Hill, Slip Road – Pothole repairs required.
RESOLVED:
That the Clerk would report the above to the Highway Authority.

72/11 COMMUNITY CLEAN UP OF THE COMMON – SUNDAY 25th SEPTEMBER 2011
The Clerk reported that Ms. Rachel Watson, the Halkyn Common Mountain Ranger, was organising a community clean up of the common. Should community groups wish to participate she would organise materials and collection of any litter.

Councillor Brown advised that he would be in attendance and that an invitation be sent to The Headteacher of Brynford C.P. School inviting children and parents to participate.
RESOLVED:
That the Clerk would advise Rachel Watson and write to the Headteacher of the School advising that the meeting point would be on the track opposite the Village Green, Pantasaph Road for 9.00am Sunday 25th September.

73/11 ST. MICHAEL’S CHURCH, BRYNFORD – PROPOSED FLOOD LIGHTING OF SIDE ELEVATIONS
Mrs. L. Parkin, Secretary to Brynford Parochial Church Council (BPCC), had written to the Council advising that B.P.C.C. were very enthusiastic about the proposal to light the two side elevations and look forward to receiving further information on the proposal.
RECEIVED:
That the Clerk would obtain a specification and estimation of the cost for the work from Orhan Electrical Ltd.

74/11 HALKYN MOUNTAIN NEWS – CONTRIBUTION TO PRODUCTION COSTS
The Editor of Halkyn Mountain News, Mr. P. McDermott, had written to the Council advising of the estimated production costs for the next 12 months.
RESOLVED:
That the Council agreed to make a payment of £400.

75/11 PROPOSED PROVISION OF BUS SHELTER – HAFOD-Y-BRYN, BRYNFORD
The Council had received copy correspondence between Councillor M. Wright and Flintshire County Council, Transport Department regarding the above proposal.
RESOLVED:
That the information be received.

76/11 PLANNING APPLICATION CONSULTATION ELECTRONICALLY
The Head of Planning Services, Flintshire County Council had written to the Council advising that they were undertaking consultation with all Town & Community Councils on a proposal to consult on all planning applications electronically in the future and not by the current paper system.

Members discussed the pros and cons of this proposal and decided that at the present time the Council did not have the correct mechanism in place to access the information electronically and could not support the proposal.
RESOLVED:
That the Clerk advise the Head of Planning Services of the Council’s decision.

77/11 SAFE ROUTE TO SCHOOL – QUESTIONNAIRE-BRYNFORD C.P. SCHOOL
Councillor Flynn reported that he had been representing the Council on meetings held with the School Governing Body and the Highways Authority to improve safety and access to the school premises for pupils and parents. As part of this process a community safety audit had to be undertaken seeking the views and observations of nearby residents. The Highway Officer, Mr. G. Jones had written to the Council seeking their assistance is circulation the questionnaire to the residents of Hafod-Y-Bryn, Brynford.

Members agreed to support the initiative and Councillor G. Roberts volunteered to distribute the questionnaires along with copies of the Halkyn Mountain News.

78/11 CORRESPONDENCE RECEIVED
One Voice Wales – Autumn Training Programme.
Standards Committee Annual Report.
Meeting with Members of the Standards Committee.
RESOLVED:
That the above information be received.

79/11 COMMUNITY POLICING
Flintshire Community Council Consultation Meeting. District Inspector I. Roberts had written to the Council advising that the above meeting would be held on Monday 10th October, 2011 for 11.00am at Mold Police Station.
RESOLVED:
That Councillor K. Brown would attend.

80/11 REPRESENTATIVE’S REPORTS
Councillor W. Beaumont reported that he had attended the meeting of Flintshire Local Access Forum.

81/11 PLANNING APPLICATIONS
A) CZR/048844 Erection of stables. Land at Gamfa Gerrig, Brynsannan, Brynford.
Councillor A. Davies reported that he had been advised that the building had been completed.
RESOLVED:
That the Council had no objections. However the application should have stated that it was retrospective.

B) BMK/048867 Erection of a single storey side extension. The Bunker, Calcoed, Brynford.
Planning Authority Approval Notice Received.

C) KYT/048955 Erection of a two storey extension to provide utility room, cloaks and sitting room with first floor bedroom.
RESOLVED:
That the Council has no objections.

D) BMK/048875 Construction of stable block and tack room with attached open covered storage area. Land adjoining St. Anne’s, Naid-Y-March, Holywell.
Planning Authority Notice of Approval Received.

E) ADW/048774 Re-modelling and re-development of Ferndale and erection of replacement dwelling with associated works.
Ferndale, Pwll Clai, Brynford, Holywell.
RESOLVED:
That the Council has no objections.

F) CZR/048997 Installation of solar PV Panels. Holywell Golf Club, Brynford.
RESOLVED:
That the Council has no objections.
